Description

The Caribbean OCTs Resilience, Sustainable Energy and Marine Biodiversity Programme (ReSEMBiD) is financed under the 11th European Development Fund (EDF) Caribbean OCT Regional Programme. The stakeholders of this action in the broadest sense are the 12 Caribbean OCTs:

  • British: Anguilla, British Virgin Islands, Cayman Islands, Montserrat, Turks and Caicos Islands
  • Dutch: Aruba, Bonaire, Curacao, Saba, Sint Eustatius, Sint Maarten
  • French: Saint-Barthélemy

The Prime Minister of Sint Maarten, being the Regional Authorising Officer for the 11th EDF Caribbean Regional Programme, represents vis-à-vis the EU the 12 Caribbean OCTs. The RAO plays a key role in information sharing, knowledge management, and in liaising with national authorities and other stakeholders of the Caribbean OCTs. Various stakeholders can be identified in the individual OCTs:  governmental representatives, NGOs, focal points for the regional programme and departmental staff dealing with resilience, climate change adaptation, disaster preparedness, energy and biodiversity, research and/or educational institutes, gender machinery, private sector.

                                                                            

The Action shall be carried out at the following location: all twelve Caribbean OCTs qualify for activities of this action, but exact locations of the activities are not yet known. The project team will be based in Sint Maarten, and supported by Expertise France liaison office in Paris.

 

The overall objective of the action is to strengthen environmentally sustainable economic development in the Caribbean OCTs. The key specific objectives to be pursued based on the consultation of both the Regional Authorising Officer and the Caribbean OCTs are indicatively described below. They represent the three components of the Action:

  • Sustainable Energy : To increase energy efficiency of infrastructures with high impact on energy consumption ;
  • Marine biodiversity: To improve protection and sustainable management of the OCTs marine biodiversity;
  • Resilience: To increase the resilience of the Caribbean OCTs to adapt to extreme and recurrent natural events (transversal component).

Expertise France aims to contribute to the Caribbean countries’ social, economic and environmental development. Building resilience to the effects of climate change, striving towards a low carbon economy and marine biodiversity protection will contribute to sustainable economic development in the Region, including gender equality.

Great emphasis will systematically be given on the participatory design of the project and its management, from the beginning involving all relevant stakeholders (beneficiaries, civil society, local population, funding institutions, etc.). Furthermore, stimulation of the development process through progressive learning by the beneficiaries is also considered as an absolute prerequisite and major indicator of the project’s success.

Qualifications and skills of the candidates will therefore be assessed with regard to all the considerations forementioned. 

 

The project team will be composed of:

  • In the field: a Project Director, a Resilience and Climate change adaptation Senior Advisor, 3 Geographic Coordinators, a Financial, Fiscal and Administrative Manager and an assistant, a grant officer, a MEAL and communication experts and an assistant.
  • In Paris (liaison office): Sustainable Development department Director and Head of thematic unit, a Project manager and an assistant project manager.

Short term expertise will also be mobilised according to the project needs.

Description de la mission

Under the supervision of the Project Director and beneficiating from advices given by the Senior Advisor, the Programme Manager will play a dual role:

  • He/ She will be responsible for the animation of the regional cooperation by coordinating the actors of the region and supervising the implementation of project’s activities.
  • He/she will provide a technical support to the 2 other field coordinators he/she will working closely with, with regard to all issues related to Marine Biodiversity.

He/she will travel frequently in different OCTs.

 

The key responsibilities of the role include the following:

  1. Fostering regional dialogue and promoting regional projects:
  • Identify thematic focal points and local expertise in the region;
  • Support the animation of thematic clusters and facilitate communication between experts;
  • Contribute to ensuring synergies between the different activities and stakeholders;
  • Produce and disseminate best practices. Participate in exchanges of experiences.

 

  1. Coordination and control of the project’s activities:
  • Support the writing or the quality control of technical deliverables;
  • Participate in the identification of pilot actions in collaboration with the project’s team and beneficiaries;
  • Coordinate the elaboration of the vulnerability profiles, regional strategy and guidelines/terms of reference;
  • Contribute to the assessment of grant/procurement tenders;              
  • Support the implementation and monitoring of activities in collaboration with the relevant thematic, MEAL and communication experts, and other relevant staff/experts;
  • Participate in the capacity building of the project beneficiaries, in particular local actors;
  • Report to the project director on the activities progress;
  • Provide technical support the other coordinators with regard to all issues related to Marine Biodiversity.

 

  1. Project management:
  • Perform all aspects of the procurement process (drafting Terms of Reference, launching tenders, evaluating offers, preparing contracts, etc.) when foreseen in the implementation of the project’s activities;
  • Manage funded pilot actions (i.e. attend project steering committees, chair monitoring meetings, elaborate progress reports and propose action if and when needed) in collaboration with other relevant staff and/or experts;
  • In collaboration with the Senior Technical Advisor and the MEAL expert, coordinate the monitoring and evaluation of projects;
  • Analyse project-related reports and monitor the implementation of the activities he/she is responsible for.

 

  1. Representation and negotiation:
  • Maintain good and effective contacts with the relevant local authorities, and other international and local operators and stakeholders in the field;
  • Ensure effective operational coordination and cooperation with other donors in the region;
  • Represent EF in formal events when needed;
  • Contribute to briefings and speeches as requested, and participate actively in the project’s visibility and communication activities.

Qualifications et compétences

  • Master´s degree in natural resources management, development economics, political and social sciences, economics, international relations or any relevant qualifications to the assignment;
  • Substantial understanding of the climate change and development nexus, the UN Framework Convention on Climate Change, the Resilience and disaster risk agenda, and the policy context in which the project is to be implemented;
  • Proven knowledge of the project cycle management (EU) and EU procedures (PRAG);
  • Good knowledge of the Caribbean region context;
  • Proven knowledge in on or more of the following thematic:
    • Biodiversity conservation and/or coastal management;
    • Climate change and/or disaster risk reduction;
    • Energy efficiency and renewable.
  • Ability to take initiatives and to work in a fast track and multicultural environment;
  • Excellent organisational and coordination skills;
  • Excellent analytical, communication, drafting and reporting skills;
  • Excellent PC-based computer skills, including Microsoft Word, Excel, Outlook and PowerPoint, and Internet;
  • Speak and write English fluently and have a very good command of French (writing and speaking), Dutch will be an asset.

Expérience professionnelle

  • At least 5 years professional experience managing ODA-funded projects, specifically EU-funded projects, including EU rules, requirements, processes and reporting;
  • At least 2 years of relevant experience in Marine Biodiversity;
  • At least 2 proven experience in management of grants (activities monitoring, administrative and financial follow-up);
  • At least 2 previous experience in multi-actors projects;
  • Working experience in or with the Caribbean region is an essential requirement;
  • Experience in participatory and consultative processes, including facilitating workshops, stakeholder consultations, and policy reform processes.
  • Dialogue and exchange of experiences on environment issues;
  • Knowledge is created, shared and communicated nationally and internationally in an effective manner.
