Description
Climate change is a subject that impacts the way we live and work. It is having a significant impact on many economic sectors including agriculture. These impacts are seriously undermining development. The poorest people, who often live in the most fragile environment and are especially reliant on climate-sensitive agriculture sector, are highly vulnerable to climate change. The United Nations Development Programme (UNDP) has been active in fighting against climate change since 1990’s, assisting Developing countries including Lao PDR with capacity development, adaptation and mitigation actions.
UNDP, GEF and the Ministry of Agriculture and Forestry (MAF) have completed the formulation of the project “Improving the Resilience of the Agriculture Sector in Lao PDR to Climate Change Impacts” through the National Agriculture and Forestry Research Institute (NAFRI).
The objective is to minimize food insecurity resulting from climate change in Lao PDR and to reduce the vulnerability of farmers to extreme flooding and drought events. There are four expected outcomes:
 
  • Outcome 1: Knowledge base on Climate Change impacts in Lao PDR on agricultural production, food security and vulnerability, and local coping mechanisms strengthened;
  • Outcome 2: Capacities of sectoral planners and agricultural producers strengthened to understand and address climate change – related risks and opportunities for local food production and socio-economic conditions;
  • Outcome 3: Community-based adaptive agricultural practices and off-farm opportunities demonstrated and promoted within suitable agro-ecological systems;
  • Outcome 4: Adaptation Monitoring and Learning as a long-term process.                                                
In this context UNDP and NAFRI seek a qualified Farmer Organizations Development Specialist AA2CC “Agriculture Adaptation to Climate Change” (international position) to provide technical services to the Project Support Unit (PSU) and the project implementing agencies in realization of all outputs and outcomes as outlined in the approved project document.

 

Duties and Responsibilities
  • Assessing and analyzing of existing Farmer Organizations or Cooperatives (strengths, weaknesses, opportunities, threats) and suggesting tangible organizational or structural improvements.
  • Identification of potential services and opportunities related to micro-finance, supply of farming inputs, marketing, market access, water management, training, agricultural extension, local disaster and emergency management.
  • Identification of practical measures to be taken by a FO to increase resilience of the community to Climate Change effects.
  • Guiding the identification of potential “retention areas” for agriculture and livelihood through local FOs and CBOs.
  • Drafting of a specific “FO Support Programme 2014” with realistic steps and activities to be done during project implementation by relevant MAF/PAFO/DAFO entities with guidance from NAFES/NAFRI, and in close partnership with local GoL representatives (kumbans).
  • Discussion and review of analyses, findings, FO support programme with sector departments in MAF, NAFES, NAFRI, other relevant GoL agencies and other partners.
  • Assure that relevant data and information from this mission are contained in the NAFRI database on AA2CC.

Competencies
  • Skilled in economic analysis, cost-estimating, cost-benefit comparison, etc.
  • General knowledge of possible Climate Change impacts on agriculture and rural environment and livelihoods.
  • Ability to transfer analytical results into simple and workable project activities and extension.
  • Practical experience in UN-related projects and knowledge of UN system and procedures preferable. Working experience in government projects in SEAsia helpful.
  • Excellent conceptual and analytical skills.
  • Excellent written and verbal communication skills. Fluency in English is a must.
  • Excellent time management skills, with an ability to deliver high-quality outputs on time.
  • Very good computer skills including use of technical software for planning / training purposes.

 

Required Skills and Experience
Education:
 
  • MSc degree in a subject related to farmer organizations development, rural development, community based organizations, institutional development, community development, agriculture, natural resources management, or similar.

Experience:

  • Minimum of 10 years professional experience in development of farmer organizations or cooperatives (preferable multi-purpose) with partly experimental features (theoretically and in practice).

Language:

  • Fluency in oral and written English.

Documents to be included when submitting the proposals:
 
Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
1)      Proposal:
(i)   Explaining why they are the most suitable for the work;
(ii)Provide a brief methodology on how they will approach and conduct the work (if applicable);
 
2)      CV including past experience in similar project and at least 3 references;
 
3)      Detailed financial proposal: Lump sum offer with clear cost breakdown (international travel, consultancy fee and per diem).
 
Note: The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). All envisaged travel costs must be included in the financial proposal. UNDP accept travel costs not exceeding of an economy class ticket for most direct route.

Evaluation of proposals:
 
The technical proposal is evaluated on the basis of its responsiveness to the Terms of Reference (TOR) based on the below evaluation criteria used in the Procurement Notice and TOR.
 
LOWEST PRICE OF TECHNICALLY RESPONSIVE PROPOSALS (Lowest evaluated offer of technically qualified applicants, usually used for consultants or contractors performing support services)
The price proposal of all consultants, who have attained minimum 70 % of the total score (i.e. 70 points) in the technical evaluation, was compared. The contract will be awarded to the individual offering the lowest technically responsive offer.
