Description

 

The expert will provide input in the field of water quality and sanitation to support the implementation of projects in the REC’s Water Management and Natural Resources Unit (WNR). The position also has a focus on providing expert assistance to the development of new projects and their respective budgets, and proposing project team members. 

 

Tasks include (but are not limited to):

 

  • contributing to the strategic and business development of the REC;
  • providing services and products to support the implementation of related global and EU policies and measures in the REC’s beneficiary area;
  • contributing to the preparation of proposals and tenders and participating actively in project development meetings;
  • managing quality control;
  • meeting commitments and delivering services to constituents and target groups in an efficient, effective and ethical manner;
  • providing regular, project-related content to the Communication and Publishing Department for inclusion on the REC’s website and social media channels (i.e. information about project launch, steering committee meetings, project completion and other relevant project milestones);
  • managing any additional tasks as and when assigned by the head of unit and by the deputy executive director for programme implementation;
  • contributing to the implementation of the WATER SUM project carried out by the WNR;
  • supporting the implementation of other projects carried out by and/or implemented by the WNR, within his/her field of expertise; and
  • contributing to the further development of the WNR by:
    • supporting the realisation of the WNR Work Plan for subsequent year(s);
    • supporting project management and implementation; and
    • following global and regional trends in water management and related fields (e.g. international agreements, EU water and water-related legislation, global and regional initiatives and instruments).


Experience required

 

  • A minimum of seven years’ work experience in the field of water quality and sanitation.
  • At least three years of experience in the realisation of projects related to the implementation of the EU water sector directives in EU member states or accession and/or pre-accession countries.
  • At least three years of work in one or more of the following areas: water resources monitoring and status assessment in accordance with the Water Framework Directive (WFD); and adaptation to climate change in the water sector in EU member states or accession and/or pre-accession countries.
  • A solid background in projects related to the implementation of the integrated water resources management (IWRM) approach, the WFD, and water sanitation.
  • Experience in EU member states or accession and/or pre-accession countries in river basin management planning in accordance with the WFD and other water-related directives of the EU.
  • Knowledge of, and an interest in, the environmental, social and economic policies of Central and Eastern Europe.
  • Ability to communicate effectively in both oral and written form in English. Fluency (written and spoken) in a language of a Central and Eastern European country is a strong asset.
  • Ability to work effectively in a team and to establish and maintain effective partnerships and working relationships in a multicultural, multi-ethnic environment, with sensitivity and respect for diversity.
  • Organisational skills, with a strong focus on quality and attention to detail.
  • Time management skills; ability to plan and prioritise own work under tight deadlines; and flexibility to tackle numerous tasks simultaneously.
  • Computer literacy.
  • Ability to travel frequently.


Education required

 

  • A bachelor’s degree in water management or equivalent (e.g. chemical engineering). An MSc or PhD in the field of water or environmental sciences is an asset.


Terms of employment

 

This full-time position is based at the REC’s head office in Szentendre, Hungary. The position is for a fixed period of 12 months, with the possibility of extension.
