Description

Background

The objective of the UNDP-GEF full size project is to reverse the existing trends and reduce consumption of electrical and thermal energy and associated GHG emissions in new and reconstructed, primarily residential buildings in Armenia. The support to be provided by the project will combine development of a new regulation (EE building codes and certification scheme) with the training of professionals, demonstration of integrated building design approach and promotion of new EE technologies, materials and equipment.

The project will be implemented under the UNDP-led GEF Global Framework for Promoting Low Carbon Buildings with a primarily focus on two thematic approaches promoted by the Global Framework: a) promotion and increased uptake of high quality building codes and standards; and b) developing and promoting energy efficient building technologies, building materials and construction practices. The coordination offered by the global program will help Armenia to learn from experiences and best practices from countries with similar EE building projects.

In 2004 Armenia has signed the CIS intergovernmental building code (MSN) “Thermal protection of the buildings” presented by Russian “Gosstroy”, however the mentioned code was not endorsed in Armenia (for details refer to the Project Document: www.nature-ic.am)

The recruited international expert is expected to work together with the local expert(s)/company(ies) by sharing the international experience and best practice in developing/adapting and implementing the energy efficient building codes with a specific emphasis on related practices in CIS countries.
Under the overall guidance of the Environmental Governance Portfolio Analyst and direct supervision of Climate Change Related Annual Work Plans Coordinator and in close cooperation with Task Leader and group of National Consultants, the International Expert on Energy Efficient Building Codes (acting in his/her individual capacity) will be tasked with the following duties and responsibilities:

 

Duties and Responsibilities

  • Assist the working expert group (under guidance of Ministry of Urban Development) in drafting and adapting the new energy performance-related building code(s) with consideration of international best practices and IBDA principles; 
  • Analyze/provide options for the new/revised building code(s) institutional roles in implementation, enforcement and control mechanisms, including requirements to:
     Assessment/control during building design, construction and O&M stages;
     Building energy audits;
     Building energy passports;
     Building energy efficiency labels;
     Minimum energy performance standards/limitations.
  • Contribute to promotion and dissemination of new and/or revised building codes in partnership with Ministry of Urban Development of RA; 
  • International experience and practical implementation lessons on introduction of the EE building codes and IBDA in Eastern Europe and CIS countries: provide presentation to the Armenian designers/architects; Working together with International Expert on EE Buildings Design act as trainer on training workshops for architects, designers and civil engineers on IBDA; 
  • Analyze and incorporate recommendations provided by key stakeholders during consultations in the final version of the documents;
  • Participate and lead the new building code introduction to the stakeholders, hold the presentation on EU/CIS related experience, best practices and benefits.

 

Competencies

  • Proven experience in drafting and adaptation of EE building codes and related standards; references to the codes previously drafted/adapted is an asset.
  • Working experience in CIS countries in the area of EE building codes adaptation;
  • Strong knowledge of international best practice in the field of EE building codes.
  • Good communication, analytical and writing skills;

 

Required Skills and Experience

Eduaction:

  • Academic qualification (at least Master’s degree or equivalent) in the field of energy, engineering, architecture, or construction. The availability of Scientific Degree is an advantage

Experience:

  • At least ten (10) years of working experience as a specialist in the field of construction codes and energy efficient building codes;

Language Requirements:

  • Proficiency in English; proficiency in Russian is an asset;
    Fluency in both languages is a great advantage but not a requirement.
