Background

Purpose of the consultation

This study's main objective is to strengthen institutional capacity in energy efficiency in building construction for the establishment of regulations for promoting energy efficiency in the construction industry.

The Global Fund for Environment Facility (GEF) approved a grant of PIF to Senegal to produce a sketch of the GEF project and a project document of the United Nations Development Programme (using the appropriate forms for both at the same time), as directed by the UNDP-GEF and working closely with key government officials, funding partners, the Ministry for the Environment, the Ministry of Economy and Finance Sector private.

This project has both an environmental benefit and economic profitability. The achievement of energy efficiency measures in the construction sector in the Senegalese context, requires the synergy of all stakeholders interested in the sector. That said, it will issue in the implementation of the project to set up measures to develop and disseminate methods and techniques of administrative incentives for the construction of old buildings and new construction.

 

Duties and Responsibilities

Tasks of consultant
The consultant will have as main tasks:

  • Identify the different national experiences in energy efficiency in buildings, best practices and lessons learned;
  • To review the current status of energy regulation on the building, thereby identifying the needs in strengthening national capacities;
  • Evaluate and analyze the advantages and limitations of using local materials such as thermal insulation;
  • Propose, on the basis of this information, standards for materials and equipment used in building a code of thermal comfort inside the building, measures to accompany an application after regulation, etc..;
  • Work with all entities involved: Architects, Senegalese Association for Standardization (ASN) Research Centre for Renewable Energy (CERER), university laboratories, in buildings Controllers Association, the Cement Company of Senegal (SOCOCIM), large enterprises and others involved in the construction industry to establish a body to promote political and institutional construction of buildings and equipment more energy efficient.
  • Propose financial strategies to support the players who are part of the rational use of energy.
  • Participate in resource mobilization, including letters of co-financing
  • Support the development of a strategy to sustain the achievements of the project
  • Supporting the finalization of documents in response to comments expected from the GEF secretariat, GEF Scientific Council and members of the GEF Council.

Deliverables

  • After the consultation, a detailed report in French or English on the energy efficiency policy in the building will be produced in Senegal. The report should include a thorough analysis of the tasks set higher.
  • Note: Another consultant can continue working if a fault is found.
  • Mission duration: nine (9) weeks Execution, monitoring and validation of the study
  • The process of the SPP should be implemented between May 2010 and April 2011 and project documents to be approved by the UNDP and the GEF submitted no later than February 28, 2011.
  • National Expert specialist in energy efficiency policy work under the supervision of international expert in Energy Efficiency and closely with the rest of the team.
  • The focal points of the project within the government and the UNDP office in Senegal and the regional office in Dakar will work together for good supervision activities.
  • Mission duration: nine (9) weeks

Competencies

  • Experience of at least 5 years in the field of Climate Change
  • Good knowledge of construction: techniques, materials, industry, stakeholders
  • Good writing skills of summary report
  • Good knowledge of institutions and regulations in connection with the building sector in Senegal
