Comoros is particularly vulnerable to climate change impacts and vulnerability intensifies the economic, political and humanitarian constraints already know the country and significantly reduces its ability to eradicate extreme poverty. The poorest strata of society will be most affected by these phenomena because they are the ones who are least able to adapt. Systematic interventions will be required at all levels (regional, national, local) planning and implementation of development actions to prevent a reversal of some progress achieved in terms of development.
The country has identified its key vulnerabilities to climate change and identified priority adaptation measures contained in the National Programme of Action for Adaptation (NAPA).the examination of the situation reveals the following findings: i) adaptation initiatives currently underway are scale and scope limited and their impacts are neither consistent nor sustainable ii) capabilities, relationships, policies and practices in institutional assessment and management of risks associated with climate change are not sufficiently developed to create an enabling environment where political and social leaders support the formulation and implementation of effective problem solutions to complex cross-cutting impact iii ) limited knowledge of policies and measures most appropriate adaptation prevents countries to prepare and build institutional capacity to support effective management of risks associated with climate change; iv) the limited number of financing options available to support adaptation initiatives is a major obstacle to building institutional and technical capacity required.
Justification for the mission.
As part of its project entitled "Adapting Water Resources Management to Climate Change", funded by the Global Environment Fund and implemented jointly by UNDP and UNEP, the country wants to take into account the risks and opportunities climate in its development process in order to avoid the loss of development gains in a changing climate change.
This project will help Comoros to establish an enabling environment and to build capacities at local and national level to enable them to design, finance, implement, monitor and adjust its policies and integrated long-term adaptation plans and cost-effective, the strength will be provided against a wide range of climatic conditions possible. More specifically, the implementation of the national program component aims to: i) facilitate access to the best available data and information on climate variability and impacts to support the implementation of national planning and dynamic decision long term, ii) support institutional strengthening and leadership development so adapted to the specificities of the situation and needs of the country; iii) identify best practices, experiences and technologies for the implementation of policies and favorable to the resilience of countries facing climate measures in priority sectors iv) establish mechanisms of knowledge and learning in order to raise awareness, engage stakeholders, and inform decision makers.

Brief Description of Project:
The Comoros archipelago consists of four islands: Grande Comore, Moheli, Anjouan and Mayotte. Classified as Least Developed Countries (LDCs) with a GDP of $ 450USD per capita (2006), the Comoros is one of the world's poorest countries. In addition, its population density is part of the highest in Africa (283 hab / km ²). Population growth (2.1%) than the rate of economic growth (2% in 2007), it is difficult for the government to provide for basic services such as drinking water.
The problem of water Comoros concerns all three islands where access to clean running water is still a privilege. Indeed, the Comorian population does not enjoy the present continuous access to this resource.
Thus this project will take place in the islands of Grande Comore, Anjouan and Moheli. It will focus on improving the management of water resources to increase water supply and water quality in relation to the effects of climate change. To do this, the objectives of the project are:
Overall objective:
- Reduce the risks of climate change on the daily lives and impacts on water resources of the Comoros.
Specific objectives:
- Institutions at the national and island level are strengthened to integrate data related to climate change and the management of water resources;
- The water supply is increased and the water quality has improved for pre-selected to fight against the consequences of climate change pilot communities;
- Develop resilient better prepared to react against the effects of climate change institutions;
- Knowledge of good adaptation and awareness practices are improved to ensure a continuous process of review and development of adaptation measures.
