Description

Given the urgency and seriousness of climate change, the United Nations and Member States have established a new Green Climate Fund to make a significant contribution to the global efforts towards attaining the goals set by the international community to combat climate change. GCF is now the world’s largest multilateral fund for action on climate change, and will contribute to the achievement of the goals of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, through a series of large scale country investments around the world, the Fund will promote a paradigm shift towards low-emission and climate-resilient development pathways, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.

Rather than a stand-alone endeavor, the GCF will support actions that bring co-benefits for other development priorities such as disaster risk reduction, food and water security, and supporting risk-informed development pathways. Climate change adaptation and disaster risk reduction share the same objective: building resilience of communities and nations. It is necessary to tackle disaster risk reduction and climate change issues like drought and food/water insecurity together. GCF seeks to channel investments to vulnerable countries to manage risks and build resilience of development results. The nexus of climate change to disasters, drought and food/water security is critical in the context of the post-2015 development agenda. GCF seeks to forge the nexus between climate change, DRR and food/water security related targets, with several opportunities for high-impact investment in disaster risk reduction and more sustainable agriculture and water systems.

As noted by the Inter-Governmental Panel on Climate Change in the 5th Assessment Report (AR5), the Arab region faces some of the greatest risks from climate change. Tunisia is among the countries most exposed to climate change in the Mediterranean region with major climate risks including temperature increases, reduced precipitation, sea level rise, and extreme weather events such as floods and droughts. Several studies have indicated that due to its particular vulnerabilities, Tunisia will experience significant effects on water resources, agriculture, ecosystems, and the coastline, health and tourism sectors.

Tunisia is already experiencing water scarcity (450m3 per capita/year), and the situation is expected to be exacerbated further due to climate change. It will have serious negative consequences on agricultural productivity especially in low-lying coastal areas. Major economic infrastructure is located in the coastal shorelines, which is vulnerable to the impacts of sea level rise. Sea Level Rise will also have further negative effects on the coastal water aquifers and tourism sector. Indeed, as per the coastal vulnerability study published in 2015, 44% of the coastal area in Tunisia is assessed to be vulnerable to highly vulnerable to sea level rise due to climate change.

Tunisia is a Party to the United Nations Framework Convention on Climate Change (UNFCCC) and has laid out ambitious commitments in their NDC (Nationally Determined Contribution) under the Paris Agreement. Indeed, Tunisia committed to decrease its carbon intensity by 41% by 2030 comparing to 2010. Tunisia has low Green House Gas (GHG) emissions with 0.07 percent share of global GHG emissions in 2010. Tunisia has also low emissions per capita and it would reach 3.4 tCO2eq per capita by 2030. Tunisia, as a Non-Annex I Party to the UNFCCC, has made significant efforts to mitigate its GHG emissions including through energy efficiency, and renewable energy in the electricity sector under the Tunisian Solar Plan (PST), which altogether will contribute to raise the share of renewable energies in electricity production to 14 per cent in 2020 and to 30 per cent in 2030.

In terms of adaptation, Tunisia remains highly vulnerable despite several measures that have been undertaken to adapt to climate change including through coastal resilience building measures. The additional adaptation finances required across various vulnerable sectors have been estimated to be about 2 billion dollars. UNDP has partnered with Tunisia on climate change action and NDC implementation road map, and with scaled up climate finance on the horizon via the GCF, UNDP and the Government of Tunisia seek to explore new programming on climate change adaptation that builds on previous and existing interventions including support through the GEF and SCCF, etc. So far UNDP has received official request to explore new programming on coastal adaptation interventions, including water and agriculture as two of the most vulnerable sectors to climate change and related DRR.

Duties and Responsibilities

Objective: The purpose of the assignment is to draft “a concept note” and support preparation on “pre-feasibility study” for the project

Within this context, UNDP is recruiting an international consultant with support of the UNDP Regional Hub for Arab States and its Arab Climate Resilience Initiative to help prepare an assessment report that identifies the scope for GCF Climate Change Adaptation (CCA) projects in Tunisia in collaboration with all national stakeholders with the leadership of the Agency of Protection and Coastal Planning (APAL), in support of project submissions to GCF in 2017. The assessment report will be based on a review of available literature and baseline information, and consultations with UNDP Country Office environment focal point, UNDP Regional Technical Advisor on Climate Change Adaptation, UNDP Regional Disaster Risk Reduction Specialist and UNDP Regional Climate Change Specialist. The assessment report will identify key CCA/DRR challenges, strategies for UNDP/GCF support at the country level, and a matrix of expected outputs and activities and budget needs.

More particularly, the consultant will carry out the following tasks:

1. Preparation and Submission of an initial concept note for GCF Project: The consultant should identify the climate change vulnerability to water and agriculture in the coastal areas and possible solutions to adapt the risks of climate change. The detailed concept note will also be based on a review of available literature, baseline information, consultations with communities and authorities at the targeted states. The project concept note will be prepared as per the “template of the Green Climate Fund”. The International Consultant should demonstrate how the proposed concept note is fully aligned with UNDP strategic plans and GCF priorites and policies; He/she should develop the project baseline including information on policies, plans and programs that are active in the country, highlighting opportunities for synergies and coordination; and indicate risks, that might prevent the project objectives from being achieved, and propose measures that address these risks. He/she should also prepare the project’s Logical Results framework and the project budget as well as suggesting the institutional arrangements and implementation frameworks. He/she should also be able to demonstrate economic viability of the suggested interventions; the Gender Analysis; financial analysis, Environmental and Social Impact Assessment and Environment Social Management Framework; and any other issues that might be raised post to the review of UNDP, implementing partners or the GCF secretariat.

2. Finalization of the initial draft GCF concept note: Incorporation of comments from UNDP, Implementing Partners and submission of the draft concept note.

3. Support preparation and submission of a draft outline for Pre-Feasibility Report: The focus area of the project will be coastal adaptation, as prioritized in the NDA. The consultant should support preparation of a pre-feasibility report, based on all available technical information, as per UNDP guideline and GCF best practice, including a thorough situational analysis identifying gaps, needs and barrier profiles and hence the recommended response to these through the project in development.

The consultant must conduct at least one field mission to Tunisia to consult with national stakeholders and UNDP CO. The dates of the mission should be agreed with the UNDP CO and the UNDP Regional Technical Advisor on Climate Change Adaptation

 

 Institutional Arrangement

S/He shall perform tasks under the general guidance of UNDP Regional Technical Advisor on Climate Change Adaptation, the UNDP Regional Climate Change Specialist and the UNDP CO in Tunisia. The supervision of the mission will include approvals/acceptance of the outputs as identified in the previous section.

The individual is required to exhibit his or her full-time commitment with UNDP;

The individual is expected to liaise and collaborate during performing the work with other consultants, suppliers and UN colleagues;

The individual is required to maintain close communication with UNDP on regular and needed basis at any period throughout the assignment in order to monitor progress. In the event of any delay, S/he will inform UNDP promptly so that decisions and remedial action may be taken accordingly. Delays that would affect the flow of the collaborative work and the delivery of outputs on schedule will lead to termination of contract.

Should UNDP deem it necessary, it reserves the right to commission additional inputs, reviews or revisions, as needed to ensure the quality and relevance of the work.

Duration of the Work

The expected duration of the work is up to 35  working days  over six months period from contract signature date.

Given the strict timeline and nature of this collaborative assignment, the estimated duration to complete each output should be respected.

Scope of Price Proposal and Schedule of Payments

 

All proposals must be expressed in a lump sum amount. This amount must be “all-inclusive”. Please note that the contract price will be fixed regardless of changes in the cost components.

Evaluation of proposals:

Individual Consultants will be evaluated based on combined scoring methodology. When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/ compliant, and
  • Having received the highest score – out of 100 points

Out of the maximum score, the score for technical criteria equals 70% - maximum 100 points, and for financial criteria 30% - maximum 100 points.

The technical evaluation will take into account the following as per the scoring provided:

  • Technical criteria -70%, which includes:
  • Education: 5 points
  • Professional experience (as detailed above) 65 points;
  • Methodology – 30 points ;
  • Financial proposal – 100 points.

Submission of applications

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • An updated CV indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least five (5) professional references.
  • Description of the methodology and schedule for the assignment;
  • Financial Proposal: The financial proposal shall represent a detailed, justified and “all inclusive” amount.  In order to assist UNDP in the comparison of financial proposals, the financial proposal shall include a breakdown of this lump sum amount, including: a daily fee for the tasks and an estimated duration as specified in this announcement, travel (to and from the missions), per diems (Daily Subsistence Allowance)
