 ESSENTIAL FUNCTIONS
 Provides overall direction for all activities related to finance, administration, personnel, facilities, information systems, office management and/or safety within a small to mid-sized Operating Unit (OU) or group of equivalent size/complexity.  This may include central administrative processes (facility management, telecommunications, general maintenance/repairs, central services, mailroom operations, central filing, telephone/public reception and/or printing), maintaining office supplies, general purchasing requests, and general office duties. S/he is responsible for development and implementation of annual budgets and manages the processes for annual planning, submission of periodic and annual financial and technical reports and monitoring progress of goals. May be responsible for developing operational guidelines to ensure efficient management of the program and compliance with regulations.  S/he may coordinate trainings/meetings and document activities, strategies and lessons learned as appropriate.  S/He provides assistance to all levels of personnel on various HR-related issues and guidance to subordinates in satisfying administrative requirements. S/he may manage one or more administrative/finance support staff.  Duties are highly confidential and require broad and comprehensive knowledge of TNC’s policies.
 BASIC QUALIFICATIONS
 • Bachelor’s degree and 3 years related experience or equivalent combination.
• Experience overseeing multiple central administrative processes, such as facility management, telecommunications, general maintenance/repairs, central services, mailroom operations, central filing, telephone/public reception, printing, maintaining office supplies, and/or general purchasing requests, or equivalent.
• Experience using MS office, Word, and Excel. Experience using advanced computer functions including navigating the Internet.  Experience manipulating, analyzing and/or interpreting financial or other data.
• Supervisory experience
• Experience developing and administering departmental budget or equivalent. 
• Experience designing, implementing and directing projects.
 ADDITIONAL JOB INFORMATION
 KNOWLEDGE/SKILLS:
• Bachelor’s degree and 3-5 years related experience or equivalent combination.
• Successful experience in developing, directing and managing multiple projects and implementing strategic program goals.
• Supervisory experience, including ability to motivate, lead, set objectives, and manage performance, including conflict resolution.
• Demonstrated experience in MS Office, Word, and Excel.  May require database management skills with ability to produce reports.  Ability to use advanced computer functions including navigating the Internet.  Ability to manipulate, analyze and interpret data.
• Service oriented.  Courteous, personable, tactful and experience dealing effectively and sensitively with all levels of staff and public.
• Proven organizational skills and attention to detail.
• Ability to organize time and manage diverse activities. Meet deadlines.
• Demonstrated flexibility to changing situations and priorities.
• May require fluency in foreign language(s) to support global operations. Specific language(s) may be preferred depending on operating unit.

• Design, implement and direct multiple projects with several variables, setting and meeting deadlines and ensuring program accountability.
• Resolve complex issues independently within program area.  Experiment to find creative solutions.

RESPONSIBILITY/OVERSIGHT – FINANCIAL & SUPERVISORY:
• Manage multi-disciplinary administrative and professional staff, with responsibility for performance management, training, and career development.  Establishes clear directions and sets stretch objectives.
• Develop and administers departmental budget.
• Ensure program compliance with TNC polices and procedures and external (donor/legal) requirements.

• Work with and communicate effectively with a wide range of people, including employees, the public, vendors, and people with different cultural backgrounds in order to develop, negotiate, and or implement programs and projects.

WORKING CONDITIONS/PHYSICAL EFFORT:
• Work requires only minor physical exertion and/or strain.  Work environment involves only infrequent exposure to disagreeable elements.
• Ability to work in a fast-paced, stressful environment and manage deadlines. 
• May require willingness to travel and work flexible hours.
