ECODIT is seeking an experienced Evaluation Specialist to join an international team of experts conducting a performance evaluation of two USAID-funded biodiversity projects in Malawi. The evaluation will determine whether the suite of activities undertaken through the Kulera Biodiversity and the Mountain Biodiversity Increases Livelihood Security (MOBILISE) Projects successfully protected biodiversity while also improving local livelihoods and building community governance. The Evaluation Specialist will report to the Evaluation Team Leader (international expert) and will be supported by three to four Malawian experts with specialties in social science research, livelihoods, and biodiversity conservation.
Responsibilities
- Develop the overall evaluation framework and ensure that the evaluation design is adequate to meet the requirements of USAID and deliver a quality performance evaluation;
- Design any data gathering instruments (questionnaires for in-person interviews or household surveys; semi-structured
interview guides; focus group scripts);
- Participate in and/or lead interviews with stakeholders and beneficiaries of the biodiversity projects;
- Contribute to the write-up of the evaluation report including making sure the findings are presented in an objective and transparent manner;
- Travel to the field to oversee and/or participate in data collection; and
- Contribute to the overall team effort and other tasks as requested by the Team Leader.
Qualifications
- Substantial experience in conducting performance evaluations of biodiversity and natural resource management
projects;
- Postgraduate degree in social or environmental science, economics, agriculture or other relevant field;
- 5 or more years of experience in project assessment and evaluation methodologies and a proven track record of successfully designing and utilizing innovative evaluation methods for biodiversity conservation or natural resource management projects;
- Demonstrated expertise in analyzing livelihoods and land use change under social and environmental contexts similar
to those in Malawi;
- Demonstrated knowledge of Theory of Change, adaptive management, and the 2011 USAID Evaluation Policy as it relates to biodiversity projects;
- Works well in teams and has strong work ethic;
- Excellent communication skills – written and oral;
- Country experience in Malawi and/or other parts of Sub-Saharan Africa desirable.
- Professional experience with the USAID desirable.
- Geospatial analysis skills and knowledge of geospatial information systems desirable but not required
