The world’s most effective environmental campaigning organization wants to  get even better. Can you help?

Greenpeace is setting up a comprehensive system of evaluation and learning  for its international campaign-related work. The new position of evaluation  manager will work within a team to create this system and implement it  throughout the organization.  Working with program teams around the world,  you will get to see the inside of dynamic campaigns that make real change, and  assess their impact. You will analyse how programs are run, and help the
organization learn and develop even better ways of working.

Purpose of the job
Lead evaluation processes to assess external impact and internal effectiveness of Greenpeace’s international program
activities. Provide expertise and strategic input to the development and implementation of the global evaluation and learning program. Develop and coordinate capacity within the global organization to conduct and support
standardized evaluations. Based on the outcome of evaluations, recommend actions
to improve process and outcomes, and to build capacity.


Main responsibilities

1. Lead evaluations of significant international Programme activities (campaign, projects etc).
• Provide expertise in evaluation methodology and practice
• Develop evaluation plans, conduct evaluations on key strategic projects to analyse the real world impact of
Greenpeace’s international program activities, as well as the effectiveness of internal processes and capacity/resources
• Analyse information gathered and formulate problem solving recommendations on strategic and operational issues
• Manage relationships with internal and external stakeholders
• Report on outcomes and recommendations to National offices (NROs) and Greenpeace International (GPI) as appropriate to facilitate improvements.

 

2.Manage, coordinate and assess evaluations conducted by others.
• Identify (and if necessary, contract) individuals to conduct evaluations
• Establish mandate and timelines for evaluations and supervise to ensure these are met
• Project manage evaluations, including multidisciplinary teams
• Appoint, contract and manage independent consultants
• Provide direction and expertise to evaluation processes
• Coordinate input from multiple evaluations
• Assess quality of evaluations conducted by others and provide feedback to improve both individual and systemic
performance

3. Analyse, coordinate and report on evaluation reports and
implement organizational learning processes and documentation
systems.

• Analyse single and multiple evaluation reports, and recommend improvements and learnings
• Follow up on the recommendations to promote and track the implementation of proposed improvements and learnings
• Establish and maintain systems to track these and assess recommendations and resulting changes in the organization
• Provide written and verbal reports and presentations to International Manager, Evaluation and Learning and other
senior leaders within the organization.

4. Develop best practices in evaluation processes and procedures.
• Create processes for evaluations of program activities
• Establish documentation to enable others to follow these processes, and systems to regularize and record the practice and outcomes
• Identify and lead resolution of policy and practical issues related to evaluations
• Network with other evaluation specialists, inside and outside
the organization, representing Greenpeace in appropriate fora.

5. Train others in evaluation methodologies and provide systematic direction, support and supervision in the implementation of these.
• Develop and implement trainings, provide coaching and mentoring to others in the organization in the practice of program
evaluation.
• Role model excellence in evaluation practices,.
• Build strong relationships and networks within the organization and provide leadership to these in evaluation practices

Skills required & qualifications:

Minimum 5 years senior-level experience in a program and/or evaluation position (or closely related function) working in an organization that contributes to positive social change through campaigns, advocacy or similar
activities.

Experience working with multiple stakeholders within an international organization or program and in a not-for-profit environment.

Able to exert leadership and informal influence to effect positive action from others, often in senior leadership positions.

Presentation skills to represent the evaluation program and organization at a senior level, internally and externally.

Experience leading evaluations of multi-aspect projects and/or in developing and implementing trainings.

Capacity to analyse complex situations, processes, structures, political and business systems and financial data, and to formulate clear, practical recommendations based on this.

Education or professional development in a field related to this position – eg evaluation, training/education, continuous quality improvement, project management …

Experience in coaching, mentoring and training others and supporting the implementation of an international program.

Creative problem solving, consensus building, group facilitation and conflict resolution skills.The ability to handle confidential information with discretion and good judgement.

High level of personal organization, and the capacity to develop and maintain information management systems

Fluency in spoken and written English is required, and capacity in one or more other modern language is a considerable asset

Ability to travel and work outside regular working hours sometimes
