Municipality of Obiliq has not yet participated in EVS activities. As a result with growing relations with Finland (the mayor is invited to Finland in the beginning of June 2009) the idea was born about the youth mobility in the framework of Youth in Action. As the Municipality of Obiliq has suffered from environmental hazards due to the 2 old thermo power plants on it soil, the Municipality is very eager to cooperation to prevent any further degradation.
Municipality would like to help raise awareness of environmental protection and renewable energy sources. One possibility is to send young Kosovo volunteers to Finland for couple of months to get acquainted with the newest innovations and technologies in this field, to learn about environmental protection work and how NGOs can be of help in awareness raising, in organising different public events and producing information leaflets. These young volunteers could take all the information and know-how back to Kosovo and Obiliq with them after their stay in Finland (or other partner countries in the EU) where active NGOs would be willing to host Kosovo youngsters and teach them about environmental issues.
The first idea is to send one (the first) volunteer to Helsinki for two months to learn about environment protection and solar power for example and he/she is expected to share is knowledge on his return with his compatriots. Kosovo has many NGOs but mainly in the field of politics or interethnic relations, environmental protection is still very young. The idea would be that this volunteer time would encourage the young people in Obiliq to create an NGO for environmental protection. Municipality still has very limited sources to work on these issues, but an NGO could do different kind of grass root work to raise awareness and also to apply for international donor money later on for projects aiming at environmental protection. As a pilot project we hope that this volunteer period in Finland, would give opportunities to other Kosovo youth (who due to the harsh visa restrictions have few possibilities to visit abroad) to visit an EU country, to see how things are done according to EU standards and bring some of that knowledge back with them. In this sense, a volunteer period would be even better than a study period abroad as the program foresees the return of the youngster to home country and thus guarantees the transfer of information and knowledge.
We would like to apply for this pilot project on 1st June (that would mean that the project could start in November 2009). We already have preliminary contacts in Finland, meaning we would send one voluntary to Finland in November. If the experience works well, we would like to repeat it the next years as well as apply for other kind of Youth in Action activities.
