The European Biodiversity Conservation Coordinator (EBCC) is the focal point for the Global Species Programme in Europe. In particular, the EBCC will be responsible for managing the current project portfolio as well as strategically expanding the programme.
The EBCC will stay abreast of relevant European policy in order to inform the development and direction of IUCN work, and likewise, to enable best use of the IUCN Knowledge Products developed so far for Europe (e.g. European Red Lists of Species and Ecosystems, Green List of Natura 2000) in guiding European policy.
DESCRIPTION
Project Development and management • Act as the focal point for species work in Europe for the Global Species Programme, IUCN European Regional Office and the Species Survival Commission; • Act as the focal point for the Biodiversity Conservation Group in Brussels: • Undertake technical and financial management of projects, including donor reporting, budget management and administration; • Act as Coordinator of the IUCN European Red List Initiative and manage existing and upcoming European Red Lists Projects (currently active is ERL Hoverflies); • Act as Coordinator of the IUCN Green List for Europe Initiative, continuing to promote the uptake of the standard in the region through the development of new projects; • Act as Coordinator of the EU invasive alien species projects; • Provide the Secretariat function to the European Habitats Forum, coordinate IUCN’s input to the EHF and represent IUCN in this forum; • Follow EU Wildlife Trade and Use issues and explore funding opportunities; • Coordinate project development to further the work of the Global Species Programme in Europe in cooperation with the Species Survival Commission, members and partners. • Further develop the Green List initiative in Europe in cooperation with the Global Protected Areas Programme; • Further enhance and maintain links with IUCN expert Commissions, in particular, the Species Survival Commission and the World Commission on Protected Areas; • Remain abreast of policy development and appropriately deploy IUCN’s European knowledge products to guide the European Union decision-making process (i.e. on IAS, pollinators, species conservation planning, Natura 2000, etc). • Support the IUCN European Regional Office in matters relating to European biodiversity; • Supervise a team of 3 staff.
Fundraising • Contribute to the identification of sources of funding for IUCN, including from the European Union, multilateral and bilateral sources, foundations etc; • Contribute to the strengthening and development of positive and effective relations with potential donors; • Develop a solid fundraising strategy and secure new funding;
Communication and representation • Maintain communication with European Commission Directorates General, European biodiversity conservation stakeholders, project partners and IUCN members; • Supervise and contribute to the production of high quality communication material as needed; • Represent IUCN in relevant biodiversity related meetings and workshops; • Present project findings in relevant meetings.
The above job description contains the main duties and responsibilities for this position. However, in a small organisation such as IUCN, staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular job description. Where any task becomes a regular part of an employee's responsibilities, the job description will be changed in consultation with the employee and the Human Resources Management Group.
