Background

UNDP Environment and Energy Group (EEG) is based in UNDP’s Bureau of Development Policy and is responsible for providing leadership and technical support for delivery of the Environment and Sustainable Development pillar of UNDP’s Strategic Plan. Its main focus is to help countries develop the capacity to fully incorporate environmental sustainability into development at national and local, but also global and regional, levels. The principal areas of work are in environmental mainstreaming, environmental finance, adaptation to climate change, and local governance of resources, including energy.

With its technical focus, the Environment and Energy Group (EEG) is organized into substantive technical teams to provide support to countries in the area of climate change through different initiatives. One such initiative is the Low Emission Capacity Building (LECB) Programme, funded by the European Commission, Germany and Australia. The LECB Programme is being carried out in 25 countries and has two overall objectives: (1) to build public sector capacity on developing greenhouse gas (GHG) inventory systems, nationally appropriate mitigation actions (NAMAs), low-emissions development strategies (LEDS), and monitoring, verification, and reporting (MRV) procedures; and (2) to build private sector capacity for mitigation actions in selected sectors (i.e. cement, iron and steel, petrochemicals, fertilizers). A Global Support Unit based in UNDP New York provides technical assistance to national teams to carry out their activities, as stipulated in the respective project documents.

In this regard, the incumbent will:

  • Set up monitoring procedures for the Global Support Unit to comply with management and administrative requirements from donors;
  • Support the Global Support Unit in monitoring and facilitating compliance with UNDP-specific processes in managing programme’s activities, including financial and administrative matters;
  • Manage recruitment and procurement processes for required Ics.
  • When necessary record meetings with donors and develop brief reports to highlight key conclusions and follow-up actions;
  • Organize logistical aspects of a series of global and regional workshops in order to provide a forum for countries to discuss progress and technical issues related to the implementation of the LECB projects;
  • Assist in the translation, printing and publication of relevant documents and provide support in the development of dissemination materials;
  • Set-up documentation control procedures and filing system, including supporting documentation for financial reviews that will help integrate relevant new information and data;
  • Support the Global Support Unit on finance related matter to ensure that the programme’s activities are timely delivered;
  • Undertake additional functions as requested.

 

Duties and Responsibilities

Expected outputs and deliverables:

The consultant will be expected to deliver the following:

  • Establishment of procedures to provide admin support to the Global Support Unit are completed;
  • Monitoring procedures to facilitate compliance with UNDP-specific processes including financial and administrative matters are developed;
  • Documentation control procedures and filing system are developed, where needed;
  • Accurate records of meetings and events are maintained and distributed;
  • Organization and coordination of logistical aspects for programme events and meetings;
  • Support for the publication of relevant documents is provided to ensure timely distribution of high quality dissemination materials. 

 

Competencies

Functional Competencies:

  • Good knowledge of Atlas and UNDP Finance and Accounting structure;
  • IT knowledge, specifically of MS Office applications such as Excel and Access;
  • Familiarity with web based data management system, specifically, knowledge of Atlas desirable
  • Familiarity with UNDP rules and procedures as outlined in the UNDP Programme and Operations Policy and Procedures (POPP);
  • Excellent organizational skills;
  • Strong interpersonal and communication skills;
  • Ability to manage multiple tasks, set deadlines, and plan work independently;
  • Consistently approaches work with a positive, constructive attitude;
  • Demonstrates integrity in dealing with highly sensitive information.

Required Skills and Experience

Education:

  • Completion of secondary education; Bachelor’s degree is highly desirable.

 Work Experience:

  • 5 years of progressively responsible administrative/programme/ finance experience is required at the national and international levels;
  • Demonstrated experience with international event planning;
  • Experience working with a wide range of stakeholders and in an international organization is highly desirable.
  • Proficiency in the use of computers and office software packages (MS Word, Excel, PowerPoint, etc.) and advanced knowledge of spreadsheet and database packages;
  • Excellent knowledge of UNDP policies, procedures and practices, including knowledge of ATLAS, a strong advantage.

Languages:

  • Fluency in English;
  • Working knowledge of French or Spanish is desirable.

Institutional arrangements:

The consultant will work under the overall guidance and direct supervision of the LECB Programme Manager. The Programme will provide facilities and services where appropriate.

Scope of price proposal and schedule of payments:

Financial proposals must be all inclusive and must be expressed on the basis of a daily fee[1]in USD;

Payments will be made monthly based on the agreed upon rate and released upon submission of a certificate of payment request, indicating outputs achieved and days worked to be verified and cleared for payment by the LECB Programme Manager.

Criteria for selection of the best offer:

The selection will be based on a combined Scoring method – where the qualifications will be weighted 70% (including writing sample) and combined with the price offer which will be weighted 30%. The 70% rating will be based on how well the applicant meets the minimum qualifications/competencies described above.

The Technical evaluation will be based on the following criteria with the corresponding points (out of a total of 100 points):

  • Years of Relevant Experience in admin and finance (30 points);
  • Relevance of Education/Degree and language skills (10 points);
  • Experience with UN partner organizations and UNDP Finance and Operations (i.e. knowledge of UNDP policies, procedures and practices) (30 ppoints);
  • Adequacy of Competencies for the Assignment (i.e. IT knowledge, event planning, procurement, monitoring procedures) (30 points). 

[1] The term ‘all inclusive” implies that all costs (professional fees, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the final amounts submitted in the proposal
