Responsibilities:
Background:
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP?s Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This post is located in the UNEP/DEPI, Post-Conflict and Disaster Management Branch at the Kabul, Afghanistan duty Station.
The UNEP Post-Conflict and Disaster Management Branch, established in 1999 and based in Geneva, provides environmental assistance to post-conflict countries by, among other things, investigating in environmental impacts of conflicts and providing capacity building and technical assistance for post-conflict environmental administrations.
In January 2003 UNEP released its post-conflict environmental assessment of Afghanistan. The report identified the existing status and pressures on the Afghan environment and natural resources. The primary finding was that the country is subject to an alarming degree of environmental degradation, exacerbated by decades of conflict, poverty, population displacement and the need to survive.
The overall objective of UNEP?s capacity building and institutional development programme for environmental management in Afghanistan is to build the capacity of the National Environmental Protection Agency (NEPA) and Ministry of Agriculture, Irrigation and Livestock (MAIL) to mainstream, coordinate and regulate effective environmental management and to integrate environmental issues and sustainable development approaches into the legal, regulatory and development frameworks of the country.
The first phases of the capacity building programme, funded by the European Commission, the Government of Finland and the Global Environment Facility (GEF), were implemented from October 2003 ? December 2007. Implementation of the third phase of the programme began in April 2008, and will continue for three years.
Duties and Responsibilities:
Under the supervision of the UNEP Afghanistan Programme Manager, the incumbent will have the following key responsibilities:
Implement the components of UNEP?s programme in Afghanistan that relate to development of environmental policy, including the implementation of Multilateral Environmental Agreements (MEAs).
Manage the development and implementation of all GEF-funded enabling activity projects implemented by UNEP, including the Initial National Communication project under the UN Framework Convention to Combat Climate Change, as well as follow-up projects to the National Capacity Needs Self-Assessment for Global Environmental Management and National Adaptation Plan of Action for Climate Change.
Assist NEPA, MAIL and implementing partners in: Fulfilling the administrative, technical and reporting obligations of each ratified MEA; The preparation of proposals for medium- and large-sized GEF projects; The implementation of the National Environmental Action Plan for Afghanistan.
Provide training, mentoring and guidance in the fields of environmental policy, MEAs, climate change and desertification to counterpart staff and other relevant stakeholders.
Act as UNEP?s technical focal point for climate change issues in Afghanistan, and assist the Programme Manager to mobilize additional resources for climate change projects.
Provide support, as required, in relation to mainstreaming environment into national development strategies, including the implementation of the Afghanistan National Development Strategy, and work with UN partners towards implementation of the environmental and natural resource aspects of the United Nations Development Assistance Framework for Afghanistan.
Provide technical expertise and editorial input to all publications developed by the UNEP team in Afghanistan.
Coordinate activities and share information and expertise with the other UNEP experts and counterpart staff in Afghanistan.
Liaise with all key legal partners and stakeholders in Afghanistan including UN agencies, Government Ministries, and Non-Governmental Organizations in order to coordinate efforts and share information.
Any additional tasks as instructed by the UNEP Programme Manager.

Planning and organizing: Develops clear goals for Climate Change programmes that are consistent with agreed UNEP priorities and strategies for ecosystem management.
Communication: Highly developed communication skills (spoken, written, public speaking and presentational), including the ability to present sensitive issues/positions and prepare reports on short notice.
Teamwork: Ability to work collaboratively to achieve organizational goals in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. Ability to maintain.
Respect for Diversity: Works effectively with people from all backgrounds. Proven sensitivity to cross-cultural and Islamic issues

 

QUALIFICATIONS
Education:
Advanced university degree (Master's degree or equivalent) in environmental science or related area. A first university degree in combination with qualifying experience may be accepted in lieu of the advanced degree.
Work Experience:
A minimum of five years of progressively responsible experience in the fields of environmental policy, climate change and/or MEAs, some of which at the international level. Experience in strengthening the capacity of national environmental authorities to implement environmental policy and/or MEAs. Experience in conflict or post-conflict settings an asset.
Languages:
English and French are the working languages of the United Nations Secretariat. For the advertised post, fluency in oral and written English is required. Knowledge of Dari or Pashto Afghan languages and culture an asset. Knowledge of a second official UN language is an advantage.
Other Desirable Skills:
Knowledge of the United Nations and the UN humanitarian and development framework. Excellent computer skills (Microsoft Office, email, internet) are required.
