Recruitment of Researchers for
the Fifth Phase Strategic Research Programme of IGES

The Institute for Global Environmental Strategies (IGES) conducts interdisciplinary policy research to support sustainable development in the Asia-Pacific region.

To propose effective policy recommendations to various stakeholders in the region, IGES intends to recruit capable research staff with extensive knowledge and experience concerning various studies and activities IGES plans to carry out in the Fifth Phase Strategic Research Programme started from April 2010.


Governance and Capacity Group Recruitment for
Regular Researcher Position and Associate Researcher Position

The Governance and Capacity Group is recruiting environmental policy analysts to conduct strategic policy research, develop policy recommendations, and develop research funding proposals relating to environmental governance issues. Candidates should be able to address these issues from a broad, comparative, multilevel governance perspective, although the focus of the work will be mainly at the global, regional, and national levels. Therefore, understanding of the linkage between global, regional, and national level governance is important. Concretely, the work will focus on issues such as the Rio+20 process, regional governance in East Asia, transboundary air pollution, and others. Candidates should be able to analyze political decision making processes, and conduct comparative analysis of different countries as well as specific issue areas related to environment or sustainable development. Candidates with a variety of methodological backgrounds can be considered, although experience with stakeholder interviews is desirable. In addition to research, candidates will also be expected to interact with government officials of different countries regarding policy recommendations as well as funding proposals. Presentations at conferences and workshops and policy processes will be expected. Specialized knowledge relating to specific Asian countries is an asset. Candidates should have a background in international relations, public policy, political science, public administration, environmental policy, or similar field. Professional speaking and writing ability in Japanese is strongly preferred.


1. Recruited Position: Environmental policy analysts
(two positions: Regular Researcher Position and Associate Researcher Position)
- Main focus: global, regional and national governance
- Conduct strategic policy research and develop policy recommendations


2. Qualifications
- Should have broad and deep understanding of decision making processes at different levels (international, national, local) and in a variety of different policy contexts, and experience in comparative policy analysis, especially in an Asian context
- Should have a background in international relations, public policy, political science, public administration, environmental policy, or similar field
- Extensive knowledge on sustainable development issues in the Asia-Pacific region, and knowledge and actual experiences in the above areas of his/her expertise
- Master’s degree or above, or equal qualification, with strong motivation to conduct strategic policy research. Ph.D. is desirable.
- Should have experience in planning, managing, and implementing interdisciplinary strategic policy research and analysis
- Should have proven experience in leadership, collaboration, and fund raising for policy research on governance and capacity building
- Language ability
a. Strong Japanese language ability (reading, writing publishable reports and articles, speaking/presentations) is strongly preferred
b. Professional level English language ability for writing publishable reports and articles and taking part in conference discussions
- More than 5 years work experience in research institutes, universities, think-tanks, governmental agencies, private companies or international organisations would be a valuable asset


3. Employment contract

Position 1 (Regular Researcher Position): Fixed-term employment from January 2011 to 31 March 2013 with a six-month probationary period.

Position 2 (Associate Researcher Position): Fixed-term employment from January 2011 to 31 March 2011 with possible contract renewal

Saturdays and Sundays, the end and the beginning of the year (29, 30, 31 of December and 2, 3 of January) and national holidays

Salary:
Annual salary system for Position 1
Monthly salary system with biannual bonus for Position 2 (Bonus will be provided in June and December in each fiscal year starting from April)
* Salary is determined by IGES regulations, taking into consideration the employee's research career, achievements, occupational history, expertise and experience

Allowances:
Allowances(commuting, housing, retirement) will be provided in accordance with the internal rule of IGES.

Insurance:
Insurance (health, employee pension, unemployment and workers’ accident compensation) will be partly covered by IGES.

Travel expenses:
Travel expenses for relocation/return trips will be covered by IGES.
