Background
|
The United Nations Development Programme (UNDP), acting as an implementing agency of the Global Environment Facility (GEF), is providing assistance to the Romanian Ministry of Environment and Sustainable Development in implementation of the GEF Medium Size Project (MSP) “Improving the financial sustainability of the Carpathian System of Protected Area”.
The objective is to secure the financial sustainability of Romania’s Carpathian Network of Protected Areas (CNPA) as a model for replication to the entire Carpathian Network of Protected Areas. With adequate financial resources the Romanian Carpathian PAs and the CNPAs will be on path to greater financial sustainability. This objective will be realized through two components:
- Strengthening the supportive legislative framework and Sustainable Protected Areas Financing Strategy;
- Strengthening the institutional and individual capacities of management authorities and other local stakeholders to develop and implement sustainable financing of protected areas.
The project is expected to generate significant new revenues to the CNPAs. Taken together, this project’s investment (1 million USD) is projected to generate additional revenue of USD 5 million per year and using a 6 percent discount rate, in a 10 year period, the net benefit of this investment would be 35 million USD

Duties and Responsibilities
|
Under the overall guidance of UNDP Head of Energy and Environment, NFA Project manager, and the National Technical Key Advisor the consultant is expected to work together with the National Project Executing Agency (NFA), the main national stakeholder (Ministry of Environment and Forests), the National Association of Protected Areas Administration and the project team members, to formulate proposals for amending the existing legal framework, and, as the case may be, draft secondary legislation (e.g. regulations, guidelines, etc.), and ensure follow up for the promotion of these legal proposals, with the purpose of implementing the mechanisms/schemes for Payment for Ecosystem Services (PES) / Environment Compensation (EC) elaborated within the project.

Competencies
|
- Excellent knowledge of the Romanian environmental legislation
- Good understanding of the guiding principles on environmental protection and nature conservation, including polluter pays -, user pays - and precautionary principles
- Solid knowledge of EU Directives related to the protection of forests, water, soil and other natural resources
- Practical experience in development of draft legal proposals, norms and regulations in the field of environmental protection, nature protected areas and sustainable management of natural resources

Required Skills and Experience
|
Education:
- University degree in law, economics, environment sciences, public policies/administration. Relevant postgraduate diploma will be a plus.
Work experience:
- At least 5 years of work experience in the environment-related public sector in Romania
- At least 3 years involvement in the development of legal proposal on the environmental protection and natural resource management sectors in Romania;
- Experience in writing and ensuring follow-up on the promotion of legal proposals;
- Similar experience in other projects/countries in the Carpathian Region

Languages:
- The consultant must be fluent in written and oral communication both in English and Romanian.
