Description
My client has been granted the Licence, by the Government of Albania, to operate two large oil fields. Their headquarters is in Calgary in Canada. and is a public company listed on the Toronto stock exchange and also on AIM in London. It strives to attain the highest Environmental, Health and Safety standards in all its areas of operation. It is required to comply with its own policies and procedures derived from International Standards and Albanian Law. In addition, it is about to commit to a financing facility with the IFC and EBRD. A condition of that facility will be to comply with their strict standards. To assist the company with the development and implementation of its own EMS and achieve compliance with all regulatory bodies, it needs to hire a suitably qualified professional Environmental Manager. This is a newly created management position which will require a “self-starter”. The role will be both field and office-based. it has an office in Tirana and Fier, and travel between the two locations will be required.
Key Objectives:
• To manage the development and implementation of the EMS in order to meet ISO 14001.
• To ensure compliance with all company policies and procedures, local legislation and conditions of any financing package. This includes regular reporting as required.
• To communicate the essential requirements of the EMS to all employees and subcontractors, and to develop a positive culture with respect to environmental practices within its areas of operations and the surrounding community.
• To train and develop a local national environmental team in all aspects of the EMS.
• Ensure company management is informed immediately of any major environmental incident, and that all incidents are reported per established procedures.
• To carry out periodic audits and provide recommendations as to how process improvements can be achieved.
Key Requirements:
 
• Professionally qualified with a suitable environmental science degree or diploma, plus continuing professional development.
• Minimum 10 years experience working in similar role relating to Environment Management, preferably within the onshore oil industry, some of which may have been overseas.
• Self motivated, energetic and also able to work in team, in a challenging environment.
• Good planning, reporting and organisation skills.
• Excellent communicator with the ability to quickly gain the confidence of the workforce.
• Ability to mentor, train and develop other employees.
• Computer Literate.
In addition to the Key Responsibilities mentioned above, the job also includes, but is not limited to the following:
• Developing Environmental Waste Management Plans (EWMP) to include but not limited too:-
a. Pre-existing waste controls and clean-up methods from Ecology pits and other areas within the oil-field
b. Control and measurement and monitoring of Emissions
c. Plastic Waste control 
d. Future field clean-up strategies
e. Waste tracking plans
• Take lead role in Project Management of contractors and method selection, establish project teams and manage budgets associated with EWMP.  
• Carry out Environmental, Social Impact Assessment (ESIA) 
• Carry out work place inspections – to include identification of non-compliances and enforcing corrective actions.
• Interacting with Government and outside parties. 
• Recommend Health Assessments related to all company activities
• Ensure all Environmental licences are fully compliant.
• Carry out EIA and ensure new licences processes are carried out to meet project schedules
• Emphasize recycling and waste minimization such that final disposal is a last resort
• Create a central waste accumulation area
• Recommend methods for controlling and reducing fugitive emissions.
• Promote strategies that avoid or, where avoidance is not feasible, minimize or reduce the release of pollutants, including strategies that contribute to the improvement of ambient conditions when the project has the potential to constitute a significant source of emissions in an already degraded area
• Establish ambient air monitoring systems.
• Liaise with Community Relations Team on environmental issues.
