Job summary:

We are looking for a qualified professional to join LOCOG's Sustainability team and work alongside the Venue Development and Design teams to provide in-house technical environmental and sustainability input to the town and country planning process and to lead the development of Venue Environment/Sustainability Management Plans covering construction, operation and breakdown phases.

Job description:

LOCOG is responsible for developing and operating a large number of competition and non-competition venues for the Olympic and Paralympic Games. These include the 250-hectare Olympic Park site in east London which contains eight main competition venues, the International Broadcast Centre/Main Press Centre, Olympic Village and the 'Olympic Common Domain'; several existing venues across London (for example, ExCeL, Lord's and Wimbledon) and around the UK (for example, Dorney Lake, Weymouth and the Millennium Stadium) and temporary venues in the Royal Parks and other greenfield sites. Non-competition venues range from logistics warehouses and transport depots to sport training venues. Each of these venues requires some form of town and country planning permission. It is anticipated that a significant number will involve detailed environmental statements and potentially, in some cases, full Environmental Impact Assessments. Furthermore, several existing venues have environmental and sustainability conditions as part of their formal planning consents and Section 106 Agreements. In addition, LOCOG wishes to demonstrate exemplary sustainability standards throughout its portfolio of venues during all stages of planning, design, construction, operation and break-down. This is an essential part of the overall London 2012 commitment to hosting sustainable Games. This role is for a qualified environmental professional to join LOCOG's Sustainability team but work primarily alongside the Venue Development and Design teams to provide in-house technical environmental and sustainability input to the town and country planning process  notably scoping and supporting the delivery of Environmental Impact Assessments and managing relations with statutory consultees. The role will also include leading the development of Venue Environment/Sustainability Management Plans covering construction, operation and breakdown phases related to the Games.

Key responsibilities/accountabilities:

Support the delivery of LOCOG venues through provision of client-side support, advice and coordination for all environmental and sustainability aspects and requirements of town and country planning processes.
Continual liaison with the Venue Design team to ensure design solutions are compatible with LOCOG's sustainable design requirements, town and country planning requirements and other related legislation.
Scoping of environmental statements and EIAs in liaison with Venue Project Managers and appointed consultants.
Advising on site-specific environmental constraints, risks and opportunities, and their implications for venue delivery and Games operations.
Review and assessment of EIAs and other relevant planning documents.
Review and assessment of any environmental/sustainability planning conditions and related provisions of Section 106 Agreements.
Coordination with other LOCOG teams and managers, for example, Community Relations, Transport, Accessibility, Security, Legal, Health and Safety and Culture, Ceremonies and Education.
Liaison with local planning authorities and statutory and non-statutory external stakeholders, for example, Natural England, Environment Agency, English Heritage, CABE and local Wildlife Trusts.
Prepare generic venue environmental/sustainability management plans for all venues, covering the construction, operation and breakdown phases.
Prepare site-specific venue environmental/sustainability management plans where required.
Provide technical environmental sustainability advice and support to venue development and operational planning processes and Test Events.
Provide technical environmental sustainability advice and support to other LOCOG departments as required.

Person specification

Key knowledge, skills, experience and qualifications required:
Strong professional background in environmental sustainability; ideally be a member of an appropriate professional institute such as IEEM, IEMA, or CIWEM, and preferably be a Chartered Environmentalist (CEnv).
Strong professional experience in the field of environmental planning and management, including significant development projects and Environmental Impact Assessments in the UK.
Good technical knowledge and practical understanding of environmental sustainability related to the design, construction and operational management of public facilities.
Good knowledge and practical understanding of town and country planning regulations, other statutory environmental planning instruments and designations, and other relevant environmental legislation as appropriate.
Experience of dealing with statutory and non-statutory stakeholders in a town and country planning and/or site management context.
Experience of working alongside design teams and/or site- based construction teams.
Ability to evaluate technical information and provide concise informed advice on options and solutions.
Ability to supervise and coordinate work of external consultants.
Excellent attention to detail and report-writing skills.
Strong communication skills in dealing with internal and external stakeholders.
