BACKGROUND: The International Union for Conservation of Nature (IUCN) seeks to recruit a self-motivated professional for the position of Environmental Legal Officer (Pacific Region) for the Oceania Regional Office based in Suva, Fiji. This is a unique position and offers the successful candidate the opportunity to become a regional specialist in environmental law and to play a key role in the development of environmental law and policy across Oceania. The successful candidate will work with and be mentored by an experienced international environmental lawyer. The Pacific Center for Environmental Governance (PCEG) is an initiative of the IUCN Oceania Regional Office. Environmental law is a key component of PCEG that the Oceania Regional Office is looking to grow. SCOPE OF RESPONSIBILITIES: - To provide quality legal support to IUCN Oceania Regional Office in response to requests for advice associated with regional environmental issues and also general commercial matters related to the day-today operations of the office.
- Work closely with a diverse range of regional and international stakeholders to develop an understanding of environmental law.
- Develop a network of environmental law practitioners in the region and encourage exchanges of ideas, approaches and actions towards enhancing the quality of environmental law practiced in the Pacific.
DUTIES: - Research and analyze regional and international legislation, case law and policy to develop an understanding of current and emerging regional environmental issues.
- Draft and prepare legal advice and written reports.
- Maintain an overview of the various Multi-lateral Environmental Agreements signed by countries in the region, and identify opportunities for building national capacity for their implementation.
- Assist develop and deliver training activities, regional workshops, information and awareness materials and activities associated with regional environmental law.
- Work with regional and international environmental lawyers to assist establish and maintain a network of regional environmental lawyers.
- Establish and maintain relationships with key regional Government Departments and agencies to assist identify and address gaps in process and capacity.
- Identify opportunities for partnership and collaboration with other agencies, organizations and donors to increase the development and application of environmental laws.
- Collaborate with IUCN Oceania Regional Office staff to identify legal issues and options that may assist the office meet and deliver its regional programme objectives.
- Provide general administrative and contractual advice to the IUCN Oceania Regional Office, in particular the Regional Director and the Programme Coordinators.
- Perform any other tasks that may be assigned by the Environmental Legal Advisor.
Please Note: The above TOR contains the main responsibilities and duties of this position. However in an ever evolving organization such as IUCN staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular TOR. Where any task becomes a regular part of staff member’s responsibilities, the TOR should be changed in consultation between the manager, the staff member and the HR Unit. Any one of the three may initiate the consultation. SELECTION CRITERIA: - A Bachelor of Laws.
- At least 3-6 years post-admission experience working as a qualified legal practitioner in the Pacific region.
- Demonstrated experience in any of the following areas: administrative law; planning law; property law; criminal law; contract law or environmental law.
- Excellent spoken and written English.
- High quality legal research, legal drafting and file management skills.
- Excellent interpersonal and networking skills.
- Strong communication and public presentation skills; demonstrated ability to communicate to a wide range of audiences and cultures.
- Analytical and logical approach to legal work and an ability to work without constant supervision.
- Ability to work effectively under pressure and meet deadlines.
- Integrity and committed to the highest ethical standards.
