Environmental Impact Assessment Consultant
Location: The Democratic Republic of Congo, East
Expected Duration: 42 - 45 days
 
Background 
Oxfam globally is an acknowledged expert in delivering integrated public health programs in both humanitarian and development situations.
Oxfam GB has operated in DRC since the 1960s, and currently implements programmes in five provinces: Province Orientale, North Kivu, South Kivu, Equateur and Kinshasa with coordination offices in Goma and Kinshasa. The main humanitarian programme activities are in the east in public health and involve assisting 500,000 vulnerable people with public health needs, focusing on water, sanitation and hygiene, with a strong protection approach and gender component integrated in all aspects of the activities. Development / transition activities in education reach 200,000 direct and indirect beneficiaries and food security programmes support around 250,000 people.
 
SIDA has funded Oxfam for implementation of project activities in two provinces in East DRC. As specified in SIDA guidelines, the implementation of an Environmental Impact Assessment (EIA) is compulsory.
 
 
Tasks Required
  • Collection of background information;
  • Identification of Environmental Impacts;
  • Analysis and assessment of these identified impacts;
  • Identification and assessment of alternatives to reduce impacts;
  • Suggest methods of monitoring and evaluation of environmental impact;
  • Present final report with recommendations.

Report Requirements

A final report should be provided with the following information:

  • A non-technical summary;
  • Administrative frameworks, laws, policies and any international conventions that affect the project in question;
  • A description of the project, its goals, and alternative locations, design and scope;
  • The zero alternative(s);
  • Surrounding area(s) that can be affected by the project (baseline study);
  • Expected environmental impacts (including impacts on health) of the different alternatives;
  • Measures planned to be taken to reduce negative impacts;
  • Methods and sources used, including participatory methods;
  • Uncertainties in forecasts and source material;
  • Monitoring programme .
