Job Responsibilities
Environmental Engineer/Scientist needed to provide multimedia environmental support for the Hazardous Waste Program at Fort Huachuca near Sierra Vista, Arizona. A bachelor’s degree in engineering or one of the physical sciences is required. 

Minimum Mandatory Training required for this position includes, but is not necessarily limited to:

• OSHA - 29 CFR mandatory hazwoper training – 40-hour initial training (one-time) and 8 hour annual refresher
• RCRA-C - 40 CFR mandatory RCRA training – initial training (one-time) and annual refresher
• RCRA-C - 49 CFR DO T mandatory training - (every 3 years)
• Enviance Database Training – Basic Configuration for Enviance
• Vizio Software

Training listed must be completed within the first 6 months in the position.

Tasks and subtasks include, but are not limited to:

• Daily Performance of Point of Generation Waste Determinations to Implement SOP (developed in response to Notice of Violation issued by ADEQ in 2010) – deliverable identified at last bullet below:

o Process Mapping: Perform site visits to facilities on installation to identify waste generators. Identify processes performed at each facility and resulting waste streams at the point of generation (POG). This involves visiting all satellite accumulation points (SAP) or central turn-in points (CTIP). There are approximately 200 points of generation.

o Process Mapping: Using Visio software, create facility schematics that illustrates all process performed. Schematic shows materials being used and resulting waste streams. Estimate 5 processes/site.

o Process Mapping: Assign Waste Stream Identification Codes (up to 10 per process). Each waste stream discovered on installation is assigned a unique code for the waste tracking system. This code comprises of the building number where the stream is located, a process code that identifies its process, a process code that identifies the activity, and a CAT ID that corresponds to the HAZMAT profiling system.

o Waste Identification: Product Inventory and MSDS - Collect inventory of all products received at each facility that is designated as generator of waste. Some facilities provide a complete inventory of products which includes product NSN number. This inventory is used to collect MSDS on all products within facilities by using a MSDS search engine. Many facilities may not have such inventory on hand. When this occurs, each product and NSN must be recorded from the product containers themselves.

o POG Waste Determination: Generator Knowledge - determine whether a waste stream is hazardous using generator knowledge. This involves evaluating a waste stream by examining the process where it's generated and MSDS of the input materials. Each MSDS shows the ingredients and their respective concentrations within each product. Calculations are performed to convert ingredient concentrations from mass % to g/ml and volume %. Ingredients are determined hazardous by using 40 CFR

o POG Waste Determination: Sampling Analysis - when generator knowledge cannot be performed, lab anaylsis must be performed on the waste stream in question. Once the lab analysis is completed, results must be interpreted to determine whether waste is hazardous.

o POG Waste Determination: Documentation - Each waste stream is documented. The document comprises of a summary, general information, determination, and a table of calculations. Each individual waste stream is documented and certified. Date of certification is tracked as RCRA-C required recertification of waste streams on an annual basis (one-time deliverable for each waste stream)

o Recertify waste streams on an annual basis (one-time deliverable for each waste stream)

Daily entry of information into the Fort Huachuca Enviance Hazardous Waste, Air , and Water Modules (daily deliverable)
