Unit Context

The ENR Global Practice (GP) has close to 300 operations, representing $7 billion, and a growing pipeline of new investments and ASAs under active development. The ENR GP Global Platform Unit (SENGL) comprises about 30 staff, most of them based in Washington, DC. The team reports to the Practice Manager also based in DC. SENGL is primarily responsible for (i) designing and leading the global programs for the GP whose implementation in country rests with the GP's regional units, including alignment to key business areas and crosscutting solutions; (ii) resource mobilization and donor coordination, including trust fund management, planning and reporting; (iii) conducting key global studies to advance the environmental agenda globally and internally; and (iv) knowledge management of SENGL’s key outputs.

THE POSITION:

he World Bank is seeking to recruit an Environmental Engineer  based in Washington DC.  The work program for this position will focus on conducting an analytical work program (studies) and technical advisory work related to air quality management, chemicals and hazardous waste management or circular economy. You will serve as a core member of the Pollution Management and Circular Economy team of the World Bank’s Global Platform team, which focuses on air quality management, circular economy and hazardous waste and chemicals management topics. The position will involve work on both global-level activities and country-specific activities.  This will include providing technical advice to Bank’s task teams and to client governments.     

Duties & Accountabilities

The Environmental Engineer will have the following key responsibilities as agreed with his/her Practice Manager based on an annual Results Agreement:

• Analytical Work Program-The Environmental Engineer is expected to be a technical specialist for the World Bank in the area of air quality management, chemical and hazardous waste management or circular economy.  This will include keeping abreast of the latest developments in the field.  The position requires flexibility and adaptability coupled with proficiency in the use of engineering and/or scientific tools to solve a range of practical problems in the area of air quality management, chemical and hazardous waste management or circular economy.  For example in the area of air pollution, the position will entail conducting or supervising the development of emissions inventories, source apportionment assessments, regional-scale air quality modeling, data analysis of modeling and monitoring data, and synthesizing relevant information on the science of regional air and climate pollutants for application in the design and implementation of airquality management plans and programs for airsheds.

In addition, the position will entail leading analytical work on selected pollution management issues that are critical to solving global problems in the areas mentioned above. A key responsibility is effective communication of the results of these studies through both written and verbal communication.  

• Global Outreach- The Environmental Engineer will be expected to provide input to the World Bank’s global outreach activities on pollution management, circular economy and climate change mitigation issues.  This will include preparing briefs and presentations to support the engagement of the Bank’s senior management  in international conferences, negotiations and bilateral cooperation.  You will also be expected to present the Bank’s work at technical conferences and workshops. 

• Technical Advisory Work- You will be expected to provide technical advice on a broad range of pollution management related challenges faced by World Bank operations units that work directly with clients.   This will include advice on pollution management engineering for lending operations managed by the World Bank, particularly on-air quality management, hazardous materials and hazardous waste management, water pollution control brownfield clean-ups, environmental monitoring systems, integrated waste management, and circular economy. In addition, you will assist operational task teams in preparing technical assessments including reviews of pollution management projects; contractors’ technical capabilities; project feasibility, design and organization; contractual arrangements; and specific suppliers involved.

• Program Administration and Fundraising- The Bank administers large trust funds that fund activities that address environmental and pollution management issues.  The Environmental Engineer will be expected to support the management of trust funds that finance the World Bank’s pollution management and circular economy program.  This will include supporting development partner relations, and trust fund oversight and day to day management.

• Knowledge Management- You are expected to maintain effective communication with relevant communities of practice, including NGOs, academia, civil society, the private sector as well as specialized international organizations.  Active participation in communities of practice and global level technical innovation and knowledge sharing in the area of air quality management, hazardous waste and chemicals management and circular economy will be important components of this position.  

The Environmental Engineer is expected to learn World Bank Group procedures, and contribute to their improvement by: participating in training offered, developing a personal training program, and keeping abreast of research and development knowledge in pollution management and circular economy.
Coordinate and carry out other tasks as requested by the relevant Manager such as contributing to the organization of training or knowledge sharing events

Selection Criteria

The following are required: 

• PhD or MS in Civil Engineering, Chemical Engineering Environmental Engineering, Environmental Science or related engineering field.
• MS and a minimum of 5 years of full-time relevant professional experience on research or work as an engineer on environmental issues (A PhD can count as relevant professional experience toward this 5 years) 
• Excellent English communication skill is required (writing, speaking, listening and reading).
• Proven teamwork and successful experience working with multi-disciplinary teams.
• A strong sense of teamwork and ability to work independently with limited supervision.
• Strong interpersonal and communication skills.
• Willingness to travel extensively, including to remote rural areas.

The following would be an advantage but not required:

• A second language (French, Spanish, or Portuguese) would be highly beneficial.
• Experience working in developing countries, understanding the institutional and political context and exposure to the pollution management and circular economy regulations in the Bank’s client countries environmental policy challenges would be an advantage.

• Team Leadership - Leads teams to achieve challenging outcomes, providing a role model and enhancing the team-leadership skills of team members.  
• Client Orientation - Maintains client relationships in the face of conflicting demands or directions and provides evidence-based advice and solutions based on sound diagnosis and knowledge.
