The CEC Secretariat, headquartered in Montreal, Quebec, Canada, is seeking an environmental economist to support the Commission’s program of cooperative work. The economist shall apply his/her experience and knowledge in economic and environmental matters to the management of trinational initiatives that may include: (1) support for trilateral climate change policy coordination among Canada, Mexico and the United States; (2) projects to spur the transition to a low-carbon economy in North America; (3) greening the economy, with a focus on market and trade mechanisms; and (4) assessment of trade and environment linkages in North America.

The successful candidate will combine significant subject matter experience and a record of results-based project management. In general, he or she will have a strong understanding of North American issues pertaining to environmental,  economic, and trade linkages among  the three NAFTA countries. The ideal candidate will be skilled in program consultation, development and management, and have demonstrated the ability to work in an integrated and interdisciplinary environment. This position will appeal to candidates holding advanced degrees in economics or relevant disciplines and with a minimum of 10 years experience in policy, research, and program development. Experience working with sub-federal or national governments in the management and coordination of interagency, intergovernmental, and/or multilateral or international initiatives is an asset.

Knowledge of trade economics and policy is required in addition to a specialization in at least one of the following areas: climate/carbon finance, environmental economics, environment and business, Cleantech, energy policy, and sustainable development.

As part of his or her duties, the successful candidate will be expected to support international working and ad- hoc groups of government and other experts, and to participate in policy-oriented studies of high analytical quality on related topics.

Applicants must be citizens of one of the three NAFTA countries and have superior analytical, writing and communication skills, including an ability to work in a multicultural environment. The position requires travel in Canada, Mexico and the United States.

Applicants are required to be fluent in one of the languages of the CEC (English, French, Spanish), with a good working knowledge of a second. Knowledge of a third language is an asset.
