The purpose of this post is to assist and support the Data Services Team Leader to develop and deliver an NRW-wide service that helps staff to capture manage, mobilise, quality assure, collate, use and disseminate environmental evidence.  This will involve working with a wide range of people, both internal and external, as well as working closely with colleagues in IT to develop and implement appropriate tools.

This service is vital in ensuring that NRW’s evidence base is effective in informing operational decisions and developing new policy. 

Job Specific Responsibilities  

Delivering results 

  • Help co-ordinate the administration, development, technical advice and user support for NRW’s core reference data and associated software, working alongside ICT Services where required.

Responsibilities may include:

o  importing, exporting, quality checking and merging data,

o   liaising with ICT Services to maintain and upgrade relevant software,

o   installing and maintaining associated tools,

o   preparing guidance for users,

o   supporting data and systems training

  • Plan and lead the delivery of projects led by the Knowledge and Information Management Group.  This may include

o   reviewing and maintaining reference dictionaries and term lists

o   scoping and developing new data products,

o   reviewing and setting standards, procedures and practices

o   scoping of new IT systems,

o   data modelling and data mapping

  • Ensure business continuity for existing systems and services, testing of software during our transformation to new NRW infrastructure.

 Building strong stakeholder relationships 

  • Oversee and co-ordinate the publishing and dissemination of our environmental evidence to partners according to our data dissemination plan. E.g.  Environment Agency, Forestry Commission, The National Biodiversity Network (NBN) Gateway, Local Record Centres, Data Archive Centres  and other partners.
  • Liaise with key stakeholder groups and represent NRW at relevant stakeholder groups and network meetings.
  • Work with Specialist Advisors to negotiate and co-ordinate new (or renewed) Data Exchange Agreements between NRW and partner organisations and manage the resulting exchange of data.
  • Lead the delivery of key strategic outcomes detailed in our Knowledge and Information Management Strategy.  For example review our work on data standards, data content management, validation and verification, data storage and data archiving. 

Ensuring effective governance 

  • Maintain our catalogue and registers of data and information assets
  • Co-ordinate reference dictionaries and term lists.
  • Employ and contribute to data custodian best practice by:

o   Co-ordinating the acquisition, collation, cataloguing and where required transformation of datasets received into NRW from external partners and disseminating throughout NRW.

o   Validating, checking and quality assuring new and existing data to current industry standards.

o   Managing data and systems according to corporate policy, guidance and procedure. In liaison with NRW’s Knowledge and Information Management Group and relevant staff, contribute to a corporate approach to management of environmental Information.

o   Co-ordinating and assisting with the transfer of legacy data into our corporate systems from paper formats and legacy databases.

  • Carry out other general duties as requested. 

Job Specific Requirements 

  1. A good grounding in natural, environmental or computer science.
  2. Data management skills:
  • collating, cataloguing, managing, interrogating, archiving, extracting, analysing and using environmental data
  • The ability to deal appropriately with sensitive and confidential information and the recognition of the importance of accuracy and attention to detail.
  1. IT literacy:
  • the ability to use Windows and Microsoft Office applications confidently;
  • an ability to use information management systems (including relational databases and GIS);
  • the ability to manipulate digital data from one format to another, and to transfer data from one organisation or location to another;
  1. Proven experience in project management; leading and delivering small projects to time and cost.
  2. An understanding of environmental monitoring/survey methods/terminology, including remote monitoring and scientific naming.
  3. Good written and verbal communication skills.
  4. The ability to harness good working relationships within a team, with other colleagues in different teams and with partner organisations, allied to the ability to network effectively with a wide range of customers, suppliers and colleagues.
  5. Good organisational skills and the ability to manage multiple tasks and competing priorities.

 

Due consideration has been given to the Welsh language requirements for the post and the existing skills within the team. Taking this into consideration the Welsh language skills required for the post are 

Level 1 - The ability to use basic Welsh conversational phrases (e.g. “bore da” – “good morning”) and to pronounce Welsh place names correctly.

Status

This is a fixed-term, pensionable full time appointment until the 31 March 2016.
