Part of the NHS is looking for a professional to manage the Environmental, Energy and Carbon reduction for three Trusts by providing strategic input into the delivery of energy saving projects which support the Trusts climate change programmes. Here you will be responsible for analysing current energy usage and the development of an energy management plan in order to provide adequate environmental conditions with cost effective energy utilisation. 
MAIN DUTIES & RESPONSIBILITIES
To produce and implement the Environmental strategy
To produce and implement the Energy Policy and implementation plan including the development of an investment programme for reducing energy usage and initiatives for energy conservation.
To oversee the implementation of the energy policy for the Trusts
To develop policies and systems for procuring energy and assist the Maintenance Manager with the negotiation and monitoring of energy contracts.
To identify and develop carbon footprint reduction strategies in line with the NHS carbon saving programme and the Kyoto Protocol.
To monitor and evaluate current energy and utility usage and identify opportunities for increasing energy efficiency.
To undertake energy audits and seminars as a means of encouraging good house keeping initiatives for energy conservation.
To assist the Maintenance Manager in evaluating energy equipment to ensure effectiveness of use.
To pursue an aggressive programme to reduce costs for energy.
To develop and maintain a continuous activity schedule/programme for Trust buildings in order to co-ordinate efficient energy/utility usage.
To review and recommend maintenance supply and equipment purchases to ensure energy efficient replacements are being specified and procured.
In conjunction with the Maintenance Manager, review and negotiate energy purchase agreements and make recommendations regarding energy fuel selection.
To produce / lead on business cases for new energy projects to reduce the Trusts carbon footprint.
To maintain liaison with the maintenance department to ensure provision of optimum facility comfort whilst reducing energy consumption levels.
To raise and maintain energy awareness throughout all three organisations developing an effective energy culture.
To develop and introduce systems for evaluating energy management projects and monitor subsequent savings.
To develop and introduce energy reporting systems to provide management and accountable staff with information about energy usage.
To produce regular reports as to the overall effectiveness of the energy programme.
To feed into the Corporate Social Responsibility (CSR) Groups for all three Trusts.
To lead on environmental and sustainability projects on behalf of the Trusts
To identify training needs for energy related skills.
To participate in the Estates & Facilities Managers out-of-hours on-call rota.
To undertake any other duties as required by the Development Manager and/or Associate Director of Estates & Facilities, commensurate with grade and status.
Candidates will need:
Qualified to MSc Level or equivalent professional qualification in environmental management
- Qualified to degree level or equivalent in M&E or environmental management
- Membership of appropriate energy/environmental management accredited body
- Familiar with general Facilities Management and Contractual procedures
- Experience in developing energy and carbon reduction strategies
- Experience in developing high level energy and carbon business cases
- Extensive knowledge of energy technologies
- Experience in consulting and managing contracts
- Excellent communication/interpersonal skills
- Ability to negotiate at all levels
- Must be a committed and capable team-worker
- Must be flexible and able to meet deadlines
- Minimum of 2 years experience working within the NHS / Public sector
