Description

UNDP Burkina Faso is assisting an implementation of climate change program supported by GEF, Japan, Denmark and Sweden in the area of Climate Change adaptation, mitigation and capacity development. The program contains broader objectives covering climate change adaptation as well as mitigation following key outcomes: 

  • Country introduced a long term planning mechanism to address the climate change issues;
  • Country established a program approach to ensure a successful implementation of climate change projects supported by different donors;
  • Country built leadership to negotiate and capacity to engage national/international actors to diversify climate change program portfolio; 
  • Knowledge and learning mechanism to raise awareness, engage national actors in all level, and promote exchange and cooperation in different regions.

 

Duties and Responsibilities

Duties and Responsibilities;
 
Capacity development expert for climate change program is responsible for designing a climate change program approach and supporting a development of capacity to establish planning mechanism, implement divers’ climate change projects, mobilize partnership, and promote best practices.
 
Functions;
 
Strategic program implementation: 
  • Assist national program coordination unit of climate change to develop a long term strategy for achieving program’s overall goals; 
  • Provide support to design and develop program approach and skills to implement climate change program (adaptation, mitigation and capacity development);  
  • Provide substantial support to project management, (work plan, budget control, monitoring and evaluation, coordination with donors,etc).          
Technical support for capacity development activities:  
  • Provide guidance and support to incorporate capacity development activities, such as capacity assessment, formulation of capacity development strategies, and capacity development monitoring and evaluation framework;
  • Provide support to ensure capacity development is sufficiently integrated into the program’s work plan and activities; 
  • Assist/participate sub-regional workshops for development of institutional and leadership capacities. 
Partnership Building:  
  • Develop partnership and promote networking with donors and national/institutional specialized in climate change; 
  • Support resource mobilization and development of new projects in the area of climate change adaptation, mitigation and capacity development.  
Knowledge Management: 
  • Provide support to improve communication platform of best practice of Climate Change adaptation and mitigation amongst national stakeholders;  
  • Contribute to global learning by documenting and disseminating capacity development lessons learned from activities of climate change program and disseminate widely through online platforms.   

 

Competencies

  • Proven ability to manage financial, human and material resources;
  • Excellent ability to liaise with institutions and interact with people of any level; 
  • Solid knowledge and experience of climate change issues;
  • Knowledge of the key stakeholders in the field of Climate Change; 
  • Experience in developing CDM projects under MDG Carbon Facility; 
  • Experience in managing the projects implementation under the MDG Carbon; 
  • Facility, GEF, and UNDP trac fund and the other donors; 
  • Experience in developing Climate Change project in the area of Adaptation; mitigation as well as capacity           development projects; 
  • Excellent knowledge in national actors of CDM (DNA, national institution, private sector and project proponent).

 

Required Skills and Experience

Education :

  • Master degree in international relation, environment and energy or closely related field Experience.

Experience :

  • A minimum of 5 years relevant experience in project management particularly in climate change and capacity development.  
  • Work experience in Burkina Faso is desirable. 
  • Good knowledge in UNDP capacity development framework, climate change adaptation and mitigation.  
  • Experience in working and collaborating with government, donors, NGOs and research institutions. 
  • Strong interpersonal and communication skills; commitment to team work and to working across disciplines. 
Language reguirements :  
  • Excellent knowledge in French and English.
