We have an exciting opportunity for an experienced Programme Manager to play a leading role in a sustainable future for Norfolk’s nature and culture. Reporting to the Head of Environment, this pivotal role will lead on work stream programming, financial reporting, monitoring and resource management for the Norfolk County Council Environment Service.

The Environment Service supports Norfolk County Council’s response to climate change via the Norfolk Environment Policy and the Defra 25 Year Environment Plan. Work is delivered through significant and high-profile partnerships with diverse stakeholders, and management of a complex mix of human and financial resources. Project elements range from high-level, high-value strategic initiatives to small-scale works in collaboration with local communities and volunteers.

Current initiatives include:

Greenways to Greenspaces (£1.485 million) delivering actions set out in the new Environmental Policy and 25-year plan for the Norfolk environment. Making connections for people and wildlife across the county whilst providing opportunities for local, community-focussed action.

Million Trees (£350k p/a) this ambitious project aims to plant 1 million trees across Norfolk in the next five years, representing more than 1 tree per resident, to help achieve net zero carbon by 2030.

EXPERIENCE (€23 million) realising the potential of Norfolk’s natural and cultural assets to deliver innovative and sustainable growth, extending the tourism season and attracting new visitors to the region.

To assist us with our ambitious plans we are looking for a highly experienced and motivated professional aspiring to play a central role supporting the Head of Service and senior managers to align external funding and internal budgets with effective staffing ratios across a broad range of professional disciplines.

You will be responsible for coordination of staff and financial resource across the Environment Service and teams therein. You will implement and oversee robust practices to ensure strategic deployment of resource to deliver greatest impact and value for money for the Service.

Your key responsibilities will include:

  • Coordination and integration of financial and staffing resources to ensure effective delivery of work streams
  • Programming of work streams to deliver greatest efficiencies and added value against strategic priorities
  • Develop, set up and establish systems for reporting on all financial aspects of the programme of projects
  • Managing Highlight Reports and Risk Registers
  • Forecasting and evaluation of the Environment Service budget, across external, revenue and capital projects
  • Maintaining service wide budgets overview, producing reports on spend commitments
  • Lead and manage a team of finance, appraisal, monitoring and programme co-ordination staff

Substantial experience of managing multiple projects from initiation to completion is essential, as is a flexible approach to collaborative working with a calm and positive approach to problem-solving. You will require strong influencing skills and a focussed delivery of the Environment Service Plan priorities.
