The IPA is the government’s centre of expertise for infrastructure and major projects. We sit at the heart of government, reporting to the Cabinet Office and HM Treasury.

The Environment and Sustainability team is at the forefront of embedding climate, environmental and sustainability priorities in the government's biggest and most complex projects and programmes. This includes a broad focus on all major projects and a deeper interest in infrastructure and construction.

This is an exciting role that has the opportunity to shape and influence the environmental agenda across government.

The post holder will need to navigate a fast-growing policy & delivery environment, using their strong project delivery background, understanding of environmental policy and government process to drive change across government.

Responsibilities of the Role:

• Embed environmental and carbon considerations into the IPA assurance toolkit and project delivery processes to drive a step change in the environmental impacts of projects across government.

• Develop training to support the upskilling of IPA and government staff on carbon, environment and sustainability issues linked to project delivery.

• Drive the implementation of whole life carbon reporting and establishment of cross government carbon metrics.

• Establish, in conjunction with departments across government, implications of environmental regulations for project requirements.

• Identify key areas for improvement across government and leverage the influence on projects and programmes of the IPA’s Project Delivery teams so that IPA drives a coherent and deliverable environmental agenda.

Qualifications, skills and experience:

• Project delivery experience, particularly in infrastructure.

• Experience in a relevant field - such as environmental policy or delivery, e.g. environmental impacts, reporting, circular economy, natural capital, or decarbonisation e.g. in construction & the built environment; transport, heating or the industrial sector.

• Strong knowledge of relevant standards, and regulations in decarbonisation, climate resilience & the natural environment e.g. PAS 2080 and EN 15978, & Uniclass for carbon metrics, The 25 YEP and UK environmental legislation on the natural environment and climate change risk assessments & NAPs for adaptation, would be beneficial.

• Track record of working proactively and independently, to influence and shape others’ work, managing a busy workload and deliver against competing deadlines and priorities.

• Demonstrated ability to develop and maintain a wide-ranging network of collaborative relationships across Government and externally, and influence key stakeholders.

• Change management experience.

• Demonstrated ability to understand complex or technical concepts quickly and express these for different audiences.
