Background:

Stroud District Council is a rural authority situated in Gloucestershire in the South West of England with a population of approximately 109,000. The District covers a large area and being mainly agricultural it has a high quality environment including part of the Cotswold AONB.

You will be working in a magnificent converted stone mill, in a pleasant rural setting close to the Cotswold escarpment but within minutes of the M5 and easy access to Gloucester and Bristol. This is a very attractive area in which to live and work.

We are seeking an enthusiastic, self-motivated person with a relevant qualification at degree level, with a good understanding of the challenge of Climate Change and the opportunities available to meet that challenge.

Based in the Environmental Health’s Housing Renewal Team you will be further developing sustainable energy initiatives across the private and public housing stock, with a particular emphasis on policy development, project development and submission of funding applications.

Stroud District Council is a dynamic authority committed to meeting the challenge of Climate Change so as to improve the lives of its residents in the future. The Council has in recent years developed, through partnerships nationally, recognised innovative projects such as Warm & Well, Target2050 and was selected to be one of only five national pilots for the Pay As You Save (PAYS) scheme which led to the development of Green Deal.

Objective:

The Council’s Corporate Delivery Plan prioritises Climate Change and this post is essential in delivering against challenging targets, through the development of further innovative projects relating to fuel poverty, decent homes and renewable energy opportunities. In particular the Council is about to launch its own fuel poverty loan scheme to compliment Green Deal and ECO.

You will work with a broad based partnership to co-ordinate current projects and develop new projects.

The use of individual initiative and a creative approach to the challenges involved will be greatly encouraged. However, this is a challenging role and it is recognised that this is a development opportunity, and full support and direction will be given by the Private Sector Housing Renewal Manager.

This role is up to 12 months maternity cover dependent upon return to work of current post holder.

Employment potential post project work:

The experience and training gained through the work delivered will ensure the post holder is well placed to pursue future employment in the energy efficiency field.

Outputs:

Output 1
Implementation of the Countdown Revolving Retrofit Loan Guarantee Fund pilot loan scheme.

Output 2
Implementation of Warm & Well plus in the district

Output 3
Delivery of joint working opportunities with the Council’s tenants services section with regard to ‘right to buy’ properties on Council estates.

Essential Selection Criteria:

- Candidates must be a graduate in relevant environmental subject
- Excellent communication skills both verbal and written
- Ability to write and present reports to a range of stakeholders
- Ability to deliver presentations to a range of stakeholders
- Knowledge and understanding of climate change issues
- Ability to manage own time and workload
- Knowledge and understanding of the issues relating to fuel poverty
- It literate in Microsoft Office suite
