Background

UNDP Bangladesh, with its strong focus on Climate Change and Green Development in Bangladesh, is supporting the formulation of the Bangladesh Green Development Programme to develop a coherent programmatic approach to its Environment, Energy and Climate Mitigation portfolio. This programme aims to build national capacity toward low emission green development, enabling Bangladesh to transition to a climate resilient middle-income country within the next 30 years. 

The main objective of the assignment is to provide inputs in the areas of energy efficiency/demand side management to developing the Bangladesh Green Development programme document. 

Duties and Responsibilities

Scope of Work:

It is envisaged that the proposed mission would formulate a comprehensive and pro-poor sustainable environmental governance programme in accordance with the PIP/Mission ToR. The Energy Efficiency Expert (EEE) will be responsible for generating an overview of current energy efficiency/demand side management and potential actions as inputs to the programme document. 

Expected Outputs:

A report for your contracted area of expertise (energy efficiency and demand side management):

  1. Mapping the current national status and status of UN system initiatives (context, practices, who is doing what, barriers and constraints, needs for future capacity building, research and development);
  2. Recommending 2 to 4 best bet opportunities for transformational change towards green development, including justifications and details of how they can be taken forward.

Activities:

  • Consult key stakeholders;
  • Summarise in this field the current national status, context and practices including policy barriers, regulatory constraints, options and opportunities;
  • Assess the capacity gaps in ministries, agencies and institutions related to energy efficiency and identify key actions to transform these institutions for promotion of a green economy;
  • Summarise which UN agencies are active or plan to do what in this field;
  • Identify and justify the choice of 2-4 most potential initiatives/options for transformational change and impacts;
  • Develop outline plans for implementing the 2-4 best bet potential initiatives;
  • Identify briefly associated needs for capacity building among different stakeholders and supporting institutions, including likely R&D priorities;
  • Coordinate and consult with other consultants to BGDP as necessary/required;
  • Participate in the expert consultation meetings;
  • Present findings and best bets, and engage with the BGD advisory group and other key stakeholders as appropriate;
  • Provide programme development inputs to BGDP design in consultation with and guidance from the Programme Development Specialist and UNDP.

Deliverables:

  1. A report of not more than 20 pages comprising of the outputs generated from the above activities;
  2. Inputs in the field of specialization to writing the Programme Document for the Bangladesh Green Development Programme.

Supervision and Performance Evaluation:

The EEE will work under overall guidance of Mission PDE and work closely with other team members including the UNDP technical team, to ensure that the deliverables are achieved.

Competencies

  • Extensive experience in problem analysis, programme appraisal, M&E systems and logical framework development;
  • Working experience in cross cultural team environment with international organizations;
  • Excellent writing skills in English with strong interpersonal skills;
  • Ability to work in a multicultural setting.

Required Skills and Experience

Academic Qualifications:

  • Advanced degree in relevant disciplines such as environmental engineering or earth/life science disciplines.

Years of experience:

  • At least 7 years of experience in energy efficiency issues including substantive work in demand side management;
  • Experience in developing countries.

Evaluation of Candidates (Cumulative Analysis):

Individual consultants will be evaluated based on the weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Evaluation Criteria - total 70 ponts

  • Experience in energy efficiency issues including substantive work in renewable energy and demand side management - 20 points;
  • Relevant experience in Programme design and project development - 20 points;
  • Specific knowledge of South Asian context in the programme area - 15 points;
  • Publication/knowledge product in field of specialization - 05 points;
  • Exposure to participatory approaches – 10.

**Only candidates obtaining a minimum 70 % or 49 points in the Technical Evaluation would be considered for the Financial Evaluation. 

Financial Evaluation - total 30 points

Total 100 points = Technical 70 + Financial 30
