Description
The Government of Guyana and the UNDP have signed an agreement to jointly implement the “Energy Access at Community Level for MDG Achievement in Hinterland Areas” project. The project seeks to provide energy access at the community level to all Hinterland communities by 2015, as part of the efforts to meet the Millennium Development Goals (MDG). To adequately meet the specific energy needs of the communities, a needs assessment is to be conducted. The results of the needs assessment will inform the design of the energy access sub-projects that will be implemented to meet the pressing energy needs of the communities. The needs assessment survey will be conducted in the villages in Regions 1 and 7.

The Office of the Prime Minister now invites eligible consultant firms to submit proposals to conduct the needs assessment in the villages of Regions 1 and 7 in the hinterlands of Guyana. The terms of reference (TOR) for the service, which includes the qualification and experience requirements of the consultant, is attached hereto.
 
  • Proposals shall be in accordance with the following instructions: The Proposal must cover all the objectives, outputs and activities as specified in the TOR.
  • Only United States Dollars must be used in the Proposal
  • The Proposal must all be in English language
The Proposal must include:
 
1.    Based on TOR briefly outline the proposed overall technical approach to carry out the assignment and any guiding principles
2.    Information on the qualifications of the bidder including up to date CVs of the technical specialists who will contribute to the consultancy and a summary of recent work in the areas relevant to this consultancy, including clients, as well as the prospective profiles of any national persons to be hired.
3.    Information on availability

  • preliminary work plan/timeline
5.    The Proposal shall be in two parts:
  • The technical proposal describing the details of the offered service
  • The financial proposal with cost breakdown on field work, travel and reporting and any other services and expenses
6.    The abovementioned documents, information and requirements are mandatory and as such are required to form a complete tender. A proposal will be rejected unless it is substantially responsive to the abovementioned requirements.
7.     For international bidders the consultancy is expected to include missions to Guyana.
8.     The final working plan will be determined through negotiation between the successful bidder and OPM.
9.     If the Proposal is received prior to the formal submission date corrections/modifications can be made up to that date;
10.   Only shortlisted bidders will be contacted;

The following criteria will be used in the selection of the Contractor:
  • Conformity to the TOR and this request for proposals
  • Qualifications and experience relevant to the consultancy
  • Quality and soundness of the proposed overall technical approach and work plan
  • Total quoted price.
  • The evaluation will be based on technical proposal (70%) and price (30%)
The firm shall submit the CVs of the proposed resource persons to be used in this consultancy.
 
Deadline for submission is Monday 8. August at 16:00 Guyana time. The needs assessment is expected to commence in September 2011. It will be financed under the Energy Access at Community Level for MDG Achievement in Hinterland Area project, with funding from the UNDP.

Duties and Responsibilities

Expected Outputs:
  • Energy access at community level provided to all Hinterland villages by 2015.
  • Strengthen national capacity to mainstream energy access for MDG achievements in national priorities.

Stakeholder Agencies in the Project
  • The Office of the Prime Minister which is responsible for the implementation of the hinterland electrification projects.
  • The GEA which is charged with advising OPM on the consistency of sector expansion plans with national energy policy, especially with regard to technical issues.
  • The Ministry of Amerindian Affairs which has the responsibility for the socio-economic improvement of the Amerindians in Guyana.
  • The Ministry of Finance which is the Government Cooperating Agency with the UNDP.
Aims and Objectives:
The aim of the survey is to collect and analyze data and generate relevant information from the data about hinterland communities that can be used for the design of specific interventions to address the energy needs of the communities.
 
The specific objectives are as follows:
  • To get feedback from communities in Regions 1 and 7 on their energy needs and priorities
  • To determine the potential energy resources in the communities
  • To determine the potential use of those resources to meet those needs and highlight social and environmental impacts.
  • To get an understanding of the specific energy needs of women, men, children and youth.
  • To determine any prior experience with energy services at the community of household level, indicating positive and negative impacts, and lessons learned.
  • To determine capacities already in place in the communities to support introduction of new energy technologies, as well as necessary capacities that are missing currently and must be provided to facilitate sustainable, economic, efficient, reliable and environmentally sound use of these technologies.

Competencies

Technical Competencies:

  • The consultant firm should have experience in survey design, survey implementation, and statistical analysis of survey data.

 

Required Skills and Experience

Language: 
  • Fluency in the English language and excellent oral and written communication skills are required.
Experience:
  • Relevant and practical working experience in energy, social and environmental assessments.
  • Experience working in developing countries, particularly working with indigenous groups, would be an advantage.
