RAP's primary mission is to advise utility regulators and other public officials on regulatory and competitive utility policies to improve the overall economic and environmental performance of the electric and natural gas sectors. Specifically, we focus on strategies that:

  • increase investment in cost-effective energy efficiency, clean distributed generation and demand response, and renewable energy;
  • integrate energy and environmental regulation to improve air quality; and
  • establish policies and regulations that effectively address climate change.

About the Position

RAP seeks a recent professional graduate (e.g. law, business, engineering, or public policy) with appropriate expertise and work experience to assist us on substantive programs and learn from our work for a two-year period. RAP’s long-term goal is to add to the pool of highly-trained energy and environmental experts, particularly those with a public-sector/public-interest orientation. The position is geared toward an individual with a strong sense of public service who plans to continue working in the field into the future.

Primary Duties and Responsibilities

Includes the following and other duties as assigned:

  • Work closely with senior staff to provide technical assistance to public officials.
  • Conduct ongoing research and analysis of energy regulation and policy proposals.
  • Write and edit a variety of documents, including research briefs and portions of papers.
  • Stay abreast of technical, regulatory, and legal issues related to the electricity and natural gas sectors and climate policy.
  • Regularly communicate research findings, progress, and issues to others at RAP.
  • Post research material to RAP’s intranet portal and work with staff to support workflow needs, internal and external communications, content management, and information delivery.

Qualifications

The successful applicant will have the following minimum qualifications:

  • A master’s degree in law, business, engineering, or public policy, or a related field; advanced coursework in energy, environmental or administrative law would be beneficial.
  • Superior writing and communication skills with the ability to articulate concepts clearly and expeditiously.
  • The ability to work productively both independently and as part of a team.
  • Excellent interpersonal skills and the ability to work across all levels of the organization are required.
  • Proficiency in MS Office applications; knowledge of SharePoint a plus.
  • International experience a plus.

Compensation and Benefits

The expected start date for this position is January 2011, and the term will be two years. The position will be located in Montpelier, VT. RAP offers an excellent benefits package and a competitive salary that is commensurate with experience.
