The British Embassy US Network seeks an Emissions Trading Advisor to work with the Embassy and British Consulates staff in the US in support of our climate security objectives.

Background:
The UK Government is working closely with interested partners at State and Federal level on ways to collaborate in this evolving area of policy and regulation. The job will involve proactive and reactive consultation on key aspects of climate policy with a particular focus on emissions trading (e.g. auctioning, registries, monitoring and verification). The overarching goal of the Advisor’s work is to disseminate, at a state level, best practices and lessons learned, both from the EU Emissions Trading Scheme and from U.S. regional programs. To this end, he or she will work with all three regional programs and with the Federal authorities.

The successful candidate will have in-depth knowledge of and experience in working with emissions trading and the establishment of US and/or UK/EU carbon markets. The Advisor will be based in San Francisco (preferred), Los Angeles, or Sacramento, but must be willing to travel extensively throughout the U.S. with a focus on the Western Climate Initiative states. The candidate will be responsible for outreach to businesses and state environmental agencies and will provide expert advice to senior British officials and Ministers. This is a 20-month contract position with the possibility of extension.

Duties and Responsibilities:
? Develop and maintain contacts with relevant businesses, organisations and state and local governments.
? Upon request, provide regional schemes and independent state cap and trade schemes with expert advice on experience and lessons learned on such issues as auctioning, allocation, auction proceed division, measurement, and offsets.
? Work closely with the Embassy and Consulate Generals to develop strategies and delivery plans for engagement of partners and experts to achieve measurable milestones and success criteria.
? Deliver projects, visits and programmes, with limited administrative support.
? Keep abreast of climate change and energy developments in the EU and UK and wider US.
? Monitor and report on local developments and outcomes of strategies and projects for UK government.
? Help to develop and administer projects related to carbon markets, such as conferences, reports, and outreach programs, which are funded by the UK government and implemented by NGO or government partners.

Minimum Qualifications/Experience:
? Education to at least degree level, with extensive experience in climate change and energy policy including in the UK and Europe.
? Existing network of US state level and industry contacts, especially in air quality and energy.
? Detailed knowledge of emissions trading, particularly the EU ETS.
? Strong motivation, and exceptional level of organization and resourcefulness.
? Excellent initiative, with strong track record of good political judgement and decision making.
? Proven ability to work to demanding standards and deadlines.
? Outstanding interpersonal skills and ability to build successful relationships with high level government, NGO and corporate contacts.
? Ability to work effectively with others to design and deliver events, both with the Consulate network and key partners.
? Readiness to travel, both around the US and occasionally internationally.

Under US State Department requirements, the Embassy may only employ, as non-diplomatic staff, persons who are US citizens, US Green Card holders or A Visa holders. If you hold a Visa other than an A Visa you are not currently eligible to work at the Embassy. All candidates will be subject to background checks and security clearance.
