The primary intent of the National Impact Assessment Programme (NIAP) initiative is to promote the effective use of Environmental Impact Assessment (EIA) at the project level, and to introduce Strategic Environmental Assessment (SEA) at the planning level in Pakistan. It is designed as a resource programme that will serve to strengthen and introduce impact assessment (IA) tools and systems for relevant Government of Pakistan’s (GoP) institutions.
NIAP aims to contribute to sustainable development in Pakistan through strengthening of the EIA process and introduction of SEA in development planning. Improved EIA will lead to more environmentally conscious development at the project level, while the introduction of SEA will facilitate improved planning, not only by the integration of potential impacts into plan development and decision-making, but also through improved coordination between the authorities involved in planning.
SPECIFIC DUTIES AND RESPONSIBILITIES
- Reporting to the Programme Director at Sindh EPA and Project Manager - NIAP, the EIA Expert will provide support in implementation of the Programme activities in Sindh EPA with a specific focus on EIA.
DUTIES AND RESPONSIBILITIES:
1. Provide support to the Programme Director at Sindh EPA and Project Manager NIAP in the effective management and implementation of NIAP;
2. Provide support to the Sindh EPA in the effective implementation of EIA process;
3. Build capacity of the EPA staff in EIA;
4. Conduct trainings on EIA as and when required;
5. Write articles for professional journals and newspapers on EIA and to highlight achievements of the project;
6. Maintain contact and smooth working relations with all provincial EIA Experts and other NIAP staff;
7. Assist Project Implementation Unit (PIU) in the effective delivery of Programme outputs according to the work plan;
8. Assist respective line manager in the preparation and revision of the Programme work plans, budgets and financial plans related to the Sindh EPA;
9. Undertake financial management of NIAP component at the Sindh EPA;
10. Provide regular update to the Programme Director at Sindh EPA on the NIAP related activities;
11. Represent the PIU and respective organization at relevant forums;
12. Any other duties assigned by the reporting supervisor(s).
REQUIREMENTS
- Post-graduate degree in environmental engineering / environmental sciences / social sciences and/or natural resource management with at least 6 years relevant professional experience preferably in EIA development and implementation;
- Excellent understanding of EIA process, its implementation status in Pakistan and new developments / research in EIA internationally;
- Ability to work with multiple partners in a multi-disciplinary project especially government institutions;
- Ability to conduct training programmes on EIA; and
- Excellent communication skills both in English and Urdu.
