Initially a 6 month Contract
This is client is a non-departmental public body set up to make decisions on applications for Nationally Significant Infrastructure Projects (NSIPs), taking into account the interests of the public and in accordance with government policy. There is an opportunity for two EIA/Planning professionals to join this organisation initially for a six month contract. First is a senior appointment and the second one supports the first.
Some of the main duties are:
• Assess and respond to requests for screening and scoping opinions for EIAs, and applications for obtaining information about interests in land and for right to enter land under s52/ s53 of the Planning Act 2008. Allocate appropriate staff to deal with requests as necessary.
• Check complex applications received for screening and scoping opinions of EIAs and requests for land rights access to ensure they are accompanied by appropriate technical information.
• Consider Appropriate Assessments (as defined under the Habitats Regulations) received by the organisation.
• Identify relevant statutory and other consultees (including Commissioners and/or outside experts) to obtain guidance on aspects of an EIA.
• Review and assess the views of appropriate experts and consultees and, as appropriate incorporate them into the screening and scoping opinions offered by the organisation.
• Issue decisions associated with requests for screening and scoping opinions for EIAs and land rights access requests. 

Essential Skills/ Experience Required:
• Degree level education in an appropriate environmental or land use discipline (e.g. engineering, planning, environmental science) or equivalent .
• Proven experience of leading projects, including major EIA schemes.
• Wide ranging level of awareness of the complex environmental, social and economic issues associated with the NSIPs.
• Experience of the principles of screening and scoping requests for EIA, including for major projects.
• Analytical skills, including ability to research answers to complex environmental queries.
• Communication skills and confidence in meeting applicants and their expert advisers and discussing the environmental impacts of complex infrastructure proposals and land rights access matters.
• Proven report writing skills, including knowledge of a range of appropriate Microsoft Office packages to aid report writing.
• Accuracy and attention to detail

• Flexible and adaptable to change
• Ability and willingness to visit sites across the country (on occasion).
