Description

PURPOSE OF JOB

Mathematical models form a key part of the provision of scientific advice in support of policy decisions for marine systems as part of legislation (e.g. Marine Strategy Framework Directive, Marine Coastal Access Act, Common Fisheries Policy), and statutory and regulatory requirements.  These models are used to explore relevant questions including the response of individual species and ecosystems to human activities and climate change, and require multidisciplinary approaches to improve predictions that are used to support decision making.  This role provides an exciting opportunity for you to use your quantitative skills to solve real world problems, increase understanding and provide scientific advice to inform national and international policy.

MAIN DUTIES AND RESPONSIBILITIES

In this role, you will lead scientific research that uses models to address questions around the sustainable management of marine resources and the impact of climate change.  With considerable opportunity to shape your role, you will work within research teams identifying and solving problems of international importance using models.  You will communicate these results to key customers (e.g. UK government departments), and have the opportunity to present at international conferences and publish in peer-reviewed journals.  Collaboration with academic institutes is an integral part of the role, often working as a project partner within European projects.  At the Pay Band 5 level, you will take responsibility for existing work programmes and deliver novel scientific research.  At the Pay Band 6 level, you will win new research funding and contribute to business strategy in this area.

QUALIFICATIONS/EXPERIENCE/SKILLS

We aim to encourage applications from people with diverse backgrounds in quantitative methods.  To succeed in this important role, you will require a degree in a quantitative science or with a significant quantitative component.  You will be able to demonstrate the ability to undertake independent research, recognise and question assumptions, and be able to analyse and interpret complex data using models.  Skills in using relevant programming languages are important (e.g. .NET, FORTRAN, C++, SAS or R).  You will be self-motivated with a strong aptitude for solving complex scientific problems, and enjoy working in cross-disciplinary teams.  Excellent communication skills are essential, as is a flexible approach to respond to changing requirements and challenging deadlines.  Experience of managing, manipulating, analysing and visualising large empirical data sets (e.g. linear modelling, spatial statistics, Bayesian methods, probabilistic modelling) and an understanding of marine systems would be an advantage.  A track record of obtaining funding, the ability to provide training and experience leading teams is also desirable for the higher Pay Band.

Academic qualifications required for direct entry to Cefas Pay Band 5/6 post are a degree in a quantitative science or that included a significant quantitative component. This requirement can be waived for internal candidates who are able to demonstrate an equivalent level of knowledge and experience.  In addition there is the opportunity for all staff to earn a performance related bonus.  The salary is paid monthly by credit transfer.  If you are already an established civil servant you can obtain further information from your Personnel Division about rules which may provide a more favourable starting salary than is allowed for under the previous paragraph.  Part-time working and job share applicants are also welcome.

ADDITIONAL INFORMATION

This post is in either Cefas Pay Band 5 or Cefas Pay Band 6. The salary range for pay band 5 is from £24,036 to £29,300 pa. The salary range for pay band 6 is £30,403 to £37,727 pa. Other rules will apply if you are serving a fixed term appointment. Part-time working and job share applicants are also welcome.

Should you be appointed Cefas will carry out pre-employment enquiries that may include a Criminal Disclosure check.

The Agency’s recruitment processes are underpinned by the principle of selection for appointment on merit on the basis of fair and open competition as outlined in the Civil Service Commissioners' Principles which can be found at www.civilservicecommissioners.org.  If you feel your application has not been treated in accordance with the Code and you wish to make a complaint, you should contact HR Services, Cefas, Pakefield Road, Lowestoft, Suffolk, NR33 OHT in the first instance.  If you are not satisfied with the response you receive from the Agency, you can contact the Office of the Civil Service Principles.   Please note that all Defra surplus will be given priority shortlisting.
