Natural England’s Sustainable Development Programme includes our statutory and non-statutory land use planning (including biodiversity net gain) wildlife licensing activities. Our five year aims are to utilise the significant investment leverage our regulatory work enables and our unique skills and position to deliver a green future, recovering nature and using land sustainably. District level licensing (DLL) for great crested newts (GCN) is an important part of these aspirations, the forerunner to net gain and an example to build on to further reform protected species licensing.

Under the traditional approach to licensing great crested newts (GCN), developers who want to build on land which is home to GCN must trap and relocate the species before starting work. Seasonal restrictions can lead to delays and create uncertainty over the costs and scheduling of planned development. District level licensing offers an alternative approach whereby developers make a conservation payment based on the predicted impact of their development which covers the creation or restoration of ponds in areas which are known to represent the best places for newts to thrive. New habitat created will be maintained and monitored for 25 years - all funded by the initial payment.

Natural England are working to make this new licensing option available for great crested newts (GCN) across England. District level licensing is quick, simple and easy, and most importantly focuses conservation effort where it will be of maximum benefit to the species. It will also minimise costs for developers and avoid risk and uncertainty through the planning process.

In the context of the unprecedented coronavirus challenge we now face, Natural England is working as fast as we can to address the resulting issues. We anticipate increased developer demand for DLL as a consequence of coronavirus. DLL could be part of the solution for renewed growth when the crisis subsides.

Job description

This is an exciting opportunity to join an innovative and experienced team, supporting the transition of district level licensing to becoming the established, default licensing option for this iconic species, and helping consider how the lessons learnt implementing it can be applied to the delivery models for net gain and for other protected species reforms.

We are seeking creative thinkers with good analytical skills and an eye for detail. Successful candidates will be operational deliverers who put our district level licensing customers at the heart of everything we do, by actively seeking feedback, listening and agreeing actions which help improve customer service and enhance environmental outcomes.

Good time and project management skills are essential, as well as an ability to work well with others, both within Natural England and across external partners and stakeholders, to ensure high standards are met each and every time.

For successful candidates, help and support will be available every step of the way with a huge range of skills and experience to drawn upon from the rest of the DLL team.

Key tasks/principal accountabilities

The post holder will be expected to undertake a range of the following tasks and accountabilities:
• Supporting the development and assessment of local district level licensing strategies – combining modelling and mapping data with spatial information to describe the impact of developments.
• Provide input into engagement and development of relationships with local government, NGOs and the private sector including working with third party district level licensing providers.
• Support business development and improvement, helping to increase efficiency and effectiveness of team processes and systems. Contribute to discussions on improvements and reforms.
• Drum up new business - provide advice directly to developers to facilitate their entrance into district level licensing.
• Train, mentor and advocate – build capacity and improve understanding of DLL within the team and across Natural England.
• Contribute to the communications planning and delivery - drafting articles, hosting site visits and presenting at internal, local and national meetings and events.

• A first degree (BSc) in Ecology or an Environmental subject or evidence of equivalent relevant experience.
• Some knowledge and experience of the licensing system and licensing types with a particular of EPS licensing principles and policies. Some knowledge of great crested newt licensing preferred though not essential.
• An understanding of ecological principles and some knowledge of great crested newt ecology and habitat.
• Use project plans to manage delivery of work for you and others.
• Good IT skills, especially Excel and SharePoint are essential.
