Responsibilities
The Director will report to the Executive Director through the Deputy Executive Director. Within delegated authority the Director will be responsible for the following. Formulate and implement the substantive work programme of DRC, determine priorities, and allocate resources for the completion of outputs/results and their timely delivery, in co-operation and co-ordination with other UNEP divisions and offices; contribute to the formulation and implementation of UNEP’s corporate strategies and policies. Co-ordinate UNEP’s participation in the national UN common programming processes especially Common Country Assessments (CCAs) and United Nations Development Assistance Frameworks (UNDAFs); Manage special initiatives and programmes as assigned by the Executive Director to DRC. Oversee the management of activities undertaken by the Division, including preparation, execution and monitoring of budgets, assigning and monitoring of performance parameters and critical indicators and other administrative tasks; ensure that programmed activities are carried out in a timely fashion and co-ordinate work in the different areas both within the Division and other UNEP divisions and offices, and with other organizations of the United Nations System, donors and agencies as appropriate;Report to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate. Chair meetings and seminars on substantive-related issues; represent UNEP at international, regional, inter-agency meetings, seminars and conferences; provide programmatic/substantive expertise and, when appropriate, hold programmatic/substantive and organizational discussions with representatives of other institutions. Ensure the activities of the Division are carried out in good co-ordination with other UNEP divisions and the Regional Offices, including developing joint initiatives and project in areas of common interest, including as relevant within the framework of the UNDAFs. Manage, guide, develop, encourage and train staff under his/her supervision; foster teamwork and communication among staff in the Division and across organizational boundaries.

Tact in negotiating skills. • Judgement/Decision-making – Mature judgement and initiative; imagination, resourcefulness, energy and tact; proven ability to provide strategic direction and ensure an effective work structure to maximise productivity and achieve goals • Managing Performance – Ability to establish priorities and to plan, coordinate and monitor work of others; ability to make timely decisions; Ability to coach, mentor, motivate and develop staff and encourage good performance.



QUALIFICATIONS

Education
Advanced University Degree (Masters Degree or equivalent) in one or more of the following disciplines: social sciences, natural sciences, business administration or management, finance, Law, Economics, Environmental management. A combination of relevant academic qualifications and extensive relevant experience in the above fields may be accepted in lieu of the advanced university degree.

Work Experience
Over 15 years of progressively responsible experience in the field of environment and development, human resources management, business or financial in multicultural institutions as well as programme and project planning and analyses, and budgeting. Work experience in senior officer assignments in the Organization is desirable.

Languages
English and French are the working languages of the UN Secretariat. For this post, fluency in English is essential. Knowledge of a second official UN language is desirable

Other Skills
Excellent communication skills and ability to defend and explain difficult issues with respect to key decisions and positions to staff, senior officials and members of intergovernmental bodies. Comprehensive knowledge of UN policies, procedures and operations desirable.
