Description

The sustainable development of economies, societies, and the planet itself requires balancing the needs of and building the opportunities available to people of present and future generations.  With economic development constituting the essential step in poverty reduction, and with the impacts from global phenomena such as climate change becoming increasingly apparent, sustainable development has become a rapidly growing concern in the minds of citizens and leaders alike. In order to fulfill its mission, the World Bank created the Sustainable Development Vice Presidency to help our client countries, as well as other stakeholders, think through and carry out programs and policies that advance sustainable development to ensure lasting poverty reduction.  This involves our systematic focus to ensure a “triple bottom line” of economic, environmental, and social sustainability for people to fully benefit from development initiatives.  Our work is carried out in conjunction with developing nations and emerging economies, but also in global fora with all stakeholders where we advocate for sustainable development practices.

The Sustainable Development Network within the World Bank brings together people and programs across six operational regions and six “anchor” departments: agriculture and rural development; energy; environment and natural resources; social development; transport, water, and ICT; and urban development.  These anchor departments are housed within the SDN Vice Presidency to provide strategic leadership, develop new financial and knowledge products, manage partnerships, promote operational quality, and ensure that knowledge sharing and staff learning contribute to operational earning across the greater Sustainable Development Network. 

The SD Network is governed by a Council (made up of senior representatives from each of the regions and anchor departments) and seven sector boards for Agriculture and Rural Development, Energy, Environment, Social Development, Transport, Urban Development, and Water.  The SD Network enables Bank staff to strengthen their technical skills, to build and use a global knowledge base, enhance strategic thinking, and improve the quality of products and services. 

Given the critical role that energy plays in economic growth and poverty reduction, the anchor Sustainable Energy Department is a lynchpin in our policies and programs on sustainable development. The department is called upon to be a global leader in thinking through issues surrounding sustainable access to clean, efficient, reliable, and affordable energy for all citizens.  The department places itself at the forefront of strategic planning and innovation, examining and integrating cutting edge technologies to efficiently and effectively respond to the immense energy demands of our client countries and their citizens.  The department engages early, often, and productively with all stakeholders, including client governments, development partners, international institutions, the private sector, and civil society (among others) to advance and implement sustainable energy solutions.

Within the World Bank, the Sustainable Energy Department is responsible for ambitious sectoral strategy-setting at the corporate level and for helping regional teams by providing strategic cross support to complex operations.  Additionally, the Department is the focal point for the Bank’s expanding work on a comprehensive renewable energy portfolio, as well as one of the key sectors for development and implementation of the Bank’s climate change agenda.  The department is charged with spurring and collaborating on cross-sectoral work within the SDN Vice Presidency and across the organization as it touches on energy infrastructure and climate change.  This means working with multiple units, interconnecting them, and helping to link local (e.g. urban and rural programs) with the national, regional, and global aspects of energy, development, and climate change.

The Sustainable Energy Director leads the Sustainable Energy Department, is the practice leader in the broader Energy family in the Bank, and chairs the Energy Sector Board. The sector family encompasses energy specialists and their managers throughout the six Bank regions.

The Sustainable Energy Department directly oversees approximately 100 staff, including an Energy anchor team; an Energy Sector Management Assistant Program (ESMAP) team; and an Oil, Gas, and Mining team, which includes oversight of the Extractive Industries Transparency Initiative (EITI). The ESMAP program leads the multi-donor technical assistance program that assists low- and middle-income countries in achieving environmentally sustainable energy solutions for poverty reduction and economic growth.  The Sustainable Energy Department also serves as the World Bank Group focal point for the Scaling up of Renewable Energy in Low-Income Countries (SREP) facility and works with the Clean Technology Fund (CTF), which is part of the Climate Investment Fund administered by the Environment Department.

The Sustainable Energy Director will be joined by a Chief Technical Specialist for Renewable Energy and Energy Efficiency in the fall of 2010. The Chief Technical Specialist will assume a leadership role in promoting renewable energy and energy efficiency both externally and internally in the Bank. Furthermore, he will also serve as a spokesperson for renewable energy and energy efficiency and will proactively move this agenda forward.

Note: If the selected candidate is a current Bank staff member with a Regular or Open-Ended appointment, s/he will retain her/his Regular or Open-Ended appointment.  All others will be offered a 4 year renewable term appointment.
