Overview

WRI is seeking a creative and multi-talented candidate to fill the role of Director of Strategic Integration within the WRI Ross Center for Sustainable Cities (WRI Sustainable Cities). The Director will report to the Sustainable Cities Deputy Director and s/he will be a core member of the management team of WRI Sustainable Cities.

 

Across our network, 200 experts and staff, mostly in country offices, help cities find sustainable solutions. This position provides the exciting opportunity to build on and scale up over ten years of on-the-ground change in sustainability, transportation, and urban development in Brazil, China, India, Mexico, and Turkey through capturing, analyzing, and packaging knowledge for different audiences in the fast-changing and increasingly important context of cities. Our work at all levels of government allows for unparalleled impact both on the ground and upstream on policy. WRI Sustainable Cities aims to develop and scale solutions for sustainable urban growth. WRI Sustainable Cities was established in June 2014 and builds on a decade of global experience in urban transport through EMBARQ. WRI Sustainable Cities helps cities in developing countries, at risk of becoming unsustainable hubs of intense resource consumption and concentrated poverty, move towards more accessible, healthy, equitable, and environmentally-friendly urban settlements. WRI Sustainable Cities integrates expertise in urban planning, transport, climate & energy, building efficiency, water, and governance to provide holistic solutions that cut across sector boundaries. The program collaborates with local and national decision-makers in Brazil, China, India, Mexico, and Turkey to implement sustainable solutions. The program aspires over several years to become a leading source of technical expertise, urban performance and diagnostic/decision making tools, and convening power among key stakeholders, to advance the vision of sustainable cities. The program currently includes 200 staff in Brazil, China, India, Mexico, Turkey, and the US, with an annual budget of approximately $25 million. The Director may need to travel internationally up to 20% of his/her time and will mentor junior research staff across the network of the program.

 

Responsibilities
  • Shape and develop a strategy for how the program will engage with local and regional political leaders in a strategic discussion about the city’s vision and/or future urban development.  Define a suite of integrated offers, drawing upon the program’s expertise and tools in urban transport, land use planning, energy & climate, water, governance, and vulnerability & adaptation.
  • Lead and collaborate closely with team members internationally and in other WRI programs, to develop and execute the strategy.  Foster collaboration among teams to ensure integration in practice.  Advise country and global teams on external positioning, research agenda, hiring, partnerships, and budget.
  • Develop and lead a research agenda on strategic city development, including good practice, lessons learned, enabling conditions, and additional sub-topics of high value.
  • Contribute to defining metrics and developing tools that would support a strategic urban agenda.
  • Represent the program externally on key topics of expertise, at conferences or meetings, in writing, and occasionally with media.  Liaise directly with selected partners to develop alliances that help the program deliver integrated services.
  • Lead or play an instrumental role in significant fundraising efforts, particularly on multi-sector topics, from developing the opportunity and pitching the proposal, to stewarding the donor.
  • Convene a team of practice area leads to identify synergies across projects, establish strategic offers and develop processes to fortify communication and collaboration across areas.
  • Facilitate effective annual project planning by fostering collaboration and integration of core offers.
  • Manage a unit and staff.  Develop and implement work plan, budget, and staffing plan, in collaboration with offices and practice areas.
Qualifications
  • Master’s degree in planning, urbanism, or economic/urban development with an excellent understanding of transport, land use, climate & energy, water, vulnerability, and governance.
  • At least 15 years of relevant experience in relevant field
  • Demonstrated experience crafting multi-sector strategies and projects that unify and define a clear and effective approach.  Ability to synthesize multiple approaches and fields related to urbanization, particularly in less developed countries.
  • Significant experience working directly with city governments or at the metropolitan scale to implement real-world projects with measurable results.
  • Experience leading development and implementation of innovative business models, programs, or new products & services.
  • Solid understanding of governance and urbanization issues in less developed countries.  Work or life experience in less developed countries is desirable.
  • Excellent speaking, writing, quantitative, and analytical skills.
  • Experience leading successful large fundraising efforts.
  • Demonstrated ability to collaborate effectively with a multi-cultural international team, and to achieve results through leadership and interpersonal skills.  Experience working effectively through a management matrix highly desirable.  Demonstrated team spirit with staff and external stakeholders at all levels, demonstrating the ability to respond and deal effectively with diverse situations using good judgment, tact, and diplomacy.
  • Excellent command of written and spoken English. Working knowledge of Spanish, Portuguese, Turkish, Mandarin, Cantonese, or a major Indian language is highly desirable
  • Willingness and ability to travel or participate in international meetings and work with diverse professionals and cultures
  • Proactive attitude, a self-starter, and team player with a high degree of motivation, initiative, reliability and willingness to help others to meet WRI Sustainable Cities’s objectives

Final candidate will be required to take a writing test.

 

Reports To:  Deputy Director of WRI Ross Center for Sustainable Cities
