The Regional Greenhouse Gas Initiative, Inc. (“RGGI, Inc.”) seeks to hire a Director of Program Implementation to be based in New York City.

The Director of Program Implementation assists the Executive Director in the implementation and coordination of the key RGGI implementation areas, specifically the RGGI CO2 allowance auctions, RGGI COATS (CO2 allowance and emissions tracking), offsets program, and CO2 allowance market monitoring. The Director of Program Implementation is also the program lead for the RGGI CO2 allowance auctions and can serve as the program lead on specific projects related to program review and evaluation.

RGGI, Inc. is a non-profit corporation created to provide technical and administrative services to the states participating in the Regional Greenhouse Gas Initiative (RGGI). RGGI is the first market-based regulatory program in the United States to reduce greenhouse gas emissions. RGGI is a cooperative effort among the states of Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New York, Rhode Island, and Vermont to cap and reduce CO2 emissions from the power sector.

Core Responsibilities:

  • Assists the Executive Director in the implementation and coordination of key RGGI implementation areas specifically the RGGI CO2 allowance auctions, RGGI COATS (CO2 allowance and emissions tracking), offsets program, and CO2 allowance market monitoring.
  • Independently coordinates and facilitates committee calls with state agency representatives
  • Manages the implementation of the RGGI CO2 allowances, including management of auction services contractor work flow
  • Coordinates work flow with the Program Manager and Senior Program Manager on offsets and RGGI COATS
  • Assists the Executive Director on CO2 allowance market monitoring
  • Manages the workflow of the independent market monitor and is the day- to-day program contact for the independent market monitor

Qualifications:

  • Outstanding record of successful project management.
  • Effective experience managing employees and/or project team
  • Demonstrated facilitation experience, preferably in a non-profit, trade association or government arena.
  • Demonstrated experience managing or facilitating project team, clients, consultants, or stakeholders both in face to face and remote environments
  • Strong academic record of achievement, including at minimum a bachelor’s degree, with a master’s degree preferable
  • Should have 5-7 years of relevant work experience
  • Understanding or the RGGI program or state programs which address GHG emissions reduction o Candidate could substitute knowledge of RGGI with demonstrated knowledge of the power sector (preferable in Northeast and Mid-Atlantic) and/or state polices which target the power sector or power generation (i.e. energy efficiency programs).
  • Ability to manage projects independently and think strategically.
  • Initiate, implement and evaluate administrative procedures.
  • Organize resources and establish priorities
  • Manage multiple projects and deliver against deadlines
  • Prepare clear and effective written memos, agendas, reports
  • Communicate effectively with state agency staff, fellow employees and external parties.

Compensation: Salary will be commensurate with qualifications and experience and will include a benefits package.
