POSITION MISSION:
Under general direction, the Director of Planning, Policy, Research, and Analysis will manage Wisconsin Energy Conservation Corporation’s (WECC’s) efforts to identify and implement strategies to increase program innovation, improvement and portfolio optimization to achieve WECC’s mission.

PRIMARY RESPONSIBILITIES:
1. Direct the development of research and evaluation activities to support strategic priorities, service improvement and innovation.
a. Prepare and oversee the implementation of an annual research and assessment plan that identifies opportunities for innovation and improvement in alignment with WECC’s Strategic Plan.
b. Oversee WECC’s internal and external research activities, including program-specific efforts to understand markets and technologies as well as organization-wide efforts to assess client and stakeholder needs and satisfaction.
c. Obtain secondary funding through grants, partnerships and other means to support WECC’s research and evaluation activities.

2. Initiate and coordinate the adoption and implementation of research and evaluation based improvements and innovations.
a. Monitor and assess performance of WECC’s overall portfolio of programs and services. Regularly update the Program Balance Sheet and identify and facilitate innovations that improve the portfolio balance.
b. Work collaboratively with Energy Programs to develop strategies and appropriate processes that allow WECC to consistently monitor and improve quality of service.
c. Work collaboratively with others to create opportunities to implement and test pilot programs.
d. Work collaboratively with others to integrate program and process innovations in WECC’s offerings.

3. Participate in the organization’s energy policy efforts and assure appropriate integration of policy work with WECC’s services.
a. Participate in the development, updating, and communication of WECC’s annual policy plan.
b. Implement strategies for ensuring WECC’s leadership and participation in key policy planning initiatives.
c. Participate in the determination of an appropriate level of WECC involvement in advocacy and lobbying.

4. Initiate and coordinate information dissemination and educational efforts.
a. Initiate and oversee the process of ensuring that WECC programs and staff members are well versed in national/regional market and regulatory trends and issues that impact energy programming, research, and evaluation.
b. Provide regular briefings and scorecards on WECC’s program and service performance.
c. Develop strategies and appropriate processes that allow WECC to continue to learn about innovation in energy technology/practices and effective program design and implementation best practices.

5. Develop and implement reliable benefit/cost test procedures and applications
a. Ensure effective and efficient approaches to evaluate cost effectiveness of new technologies and initiatives.

6. Recruitment, Supervision and Professional Development of Department Staff
a. Work with WECC’s Recruiter to hire the most qualified and talented staff to fill open positions within the department.
b. Provide appropriate level of training to new department staff.
c. Provide information and on-going feedback to department staff regarding expectations and performance.
d. Address and resolve all performance concerns and issues in a timely manner.
e. Work with department staff on individual professional development.
f. Prepare and conduct annual performance reviews. Complete and submit all forms associated with the review process to the department according to the review process deadline.

SECONDARY RESPONSIBILITIES:
1. Represent WECC’s program interests at regional and national conferences.
2. Attend Board of Director’s meetings as needed. Ongoing

SUPERVISIORY RESPONSIBILITIES:
Direct supervision of policy, research and evaluation staff (consultants, subject matter experts) Supervisory authority includes hiring/firing, performance development, assignment of work, and daily supervision.
