Job Title: Director of Compliance

Department: Conservation

Reports to: Senior Director of Finance & Administration, Conservation Department

Supervises: Senior Compliance Officer and Compliance and Regulatory Reporting Coordinator      

Context: Directs all administrative functions regarding complex regulatory compliance and reporting for Sierra Club 501c3, 501c4, Voter Education and Electoral programs and activities. Ensures Sierra Club compliance with all applicable federal regulations and reporting requirements regarding the use and application of C3, C4, Voter Education (527) and PAC funds. 

Scope: The Director of Compliance is responsible for all aspects of Sierra Club’s program compliance operation, including compliance review, approval, enforcement and training functions for all Club programs (501c3, 501c4, Voter Education and Electoral).  Establishes and enforces relevant policies, procedures and controls.  Advises senior Club staff and volunteer leaders assisting in the design of new programs. Develops new operations and processes to match new regulations or program goals. Coordinates closely with The Sierra Club Foundation and relevant experts regarding compliance issues and the uses of restricted funds.

Job Activities:

  1. Plans, organizes, and directs the regulatory compliance review function related to Sierra Club’s programs and activities to ensure that all program activities and materials produced are in compliance with applicable regulations and internal policies. Ensure Sierra Club’s compliance with the Consensus of Council agreement with The Sierra Club Foundation and directs the periodic evaluation of such for the Club.
  2. Develops and enforces written policies and procedures for program compliance rules in accordance with: IRS code, FEC regulations, State Election agencies, Sierra Club Finance Department policies, The Sierra Club Foundation policies, industry practices and donor intent. Written policies and procedures include operational and financial guidelines processes and controls; maintains required documentation; and establishes and produces management reports.
  3. Directs the program compliance training function, including the development, preparation and distribution of compliance materials.  Plans and coordinates staff and volunteer training in requirements for conducting program activities.  Reviews and ensures the quality and content of program materials and training, including materials prepared by other departments, chapters and volunteers.
  4. Responsible for the filing of regulatory campaign reports to state and federal agencies for election activity as well as Federal Lobbying reports.
  5. Ensures external regulatory and policy changes are tracked. Acts as the principle liaison with outside counsel to prepare materials that interpret regulatory and policy changes and informs Sierra Club senior staff of impacts to existing or contemplated programs. Works closely with Senior Staff to create new programs to meet changing regulations.  Monitors and enforces Club-wide adherence to all program compliance guidelines.
  6. Ensures that information about legal regulatory changes are implemented and distributed with Club staff and volunteers.
  7. Supervises Compliance and Reporting staff: 
  • Makes effective hiring, salary, and termination recommendations.
  • Assigns work and establishes standards and priorities.
  • Ensures development and training of staff.
  • Prepares and conducts performance reviews.
  1. Works with the Conservation Operation Management team to:  develop and implement systems, policies and procedures for funds administration; write and produce related guidelines and materials; and conduct training events for staff and volunteers.
  2. Performs miscellaneous duties as requested.

Knowledge and Skills:

-- Bachelor’s degree in business, non-profit or public administration, finance, accounting or equivalent combination of education and experience.

-- 3-5 years experience in compliance and/or legal and/or grants administration and/or operations with a 501(c) organization.

-- Strong knowledge of IRS regulations and tax laws regarding 501(c)(3) funds administration and generally accepted accounting principles.

-- Strong knowledge of FEC regulations and reporting requirements.

-- Experience in preparing campaign finance reports or similar. 

-- 2 years experience in a managerial role which includes staff management, establishing policy, and policy enforcement.

-- Strong knowledge of and experience with management information systems and database management systems. Demonstrated ability to design and implement database management and reporting systems.

-- Demonstrated skill and effectiveness in preparing training and instructional materials and in delivering training programs.

-- Excellent verbal and written communication skills.
