Description

The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UNEP's Division of Technology, Industry and Economics (DTIE) is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies , practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. This post is located in the International Environmental Technology Centre (IETC) in Osaka, Japan, within the DTIE. The IETC mandate , whose mission might evolve to cover more climate related technologies, is to encourage the use and the transfer of environmentally sound technologies to developing countries and countries with economies in transition, by means of providing training, carrying out research, collecting and disseminating related information with a special focus on waste water and urban issues.. The incumbent reports directly to the Director, DTIE and works under the overall guidance of the Deputy Executive Director. Functions:

 

Responsibilities

 

1) Policy Making and Project Formulation/Implementation: Design UNEP strategy and policy for promoting the development, use and transfer of environmentally sound methodologies, technologies and policies for prevention and treatment of all waste streams; Formulate the corresponding work programmes and projects for approval by the UNEP Governing Council and/or other UNEP donors, including activities such as: a) Collecting information on environmentally sound technologies and best practices worldwide and disseminating it through multiple delivery mechanisms; b) Building consensus on the policies and strategies needed in cities to adequately manage household wastes and ensure sound air quality management ; c) Able to design linkages between waste management and chemicals, climate and resource efficiency as well as with urban policies.;d) Awareness raising training and capacity building for decision making in developing countries, with a special focus on Asia and countries with economies in transition; e) Joint projects with key partners to catalyze effective use of policies (including regulations as well as economic instruments), technologies and operating practices for urban waste management. 2) Management and Administration: Ensure the implementative delivery of the approved work programme within the budget allocation and in particular: a) Assign tasks and responsibilities to subordinates and guide and supervise their work, and direct the daily operations; b) Oversee the administrative functioning of operations of the centre; c) Ensure the timely submission of project proposals and workplans, as well as progress and evaluation reports as requested. 3) Coordination and Communication: Establish contacts and linkages with key partners within UNEP and within the UN system (in particular the United Nations Human Settlements Programme and the United Nations Development Programme) as well as with national and local government, non-governmental organizations, the private sector and academic institutions; Coordinate with the Japanese Government as well as with the city and prefectural officials and other sectors; Ensure adequate media coverage to raise general awareness about prevention and use of waste and UNEP's role to address them.

Education

 

An advanced university degree in environmental science, urban planning management, economics or public administration , or a first university degree with a relevant combination of professional and academic qualifications.

 

Work Experience

 

At least 15 years of relevant experience which should include experience at local or national government as well as international level and managerial responsibilities.

 

Languages

 

English and French are the working languages of the United Nations Secretariat. For the post advertized, fluency in oral and written English is required. Working knowledge of another UN language and of Japanese an asset.

Evaluation of qualified candidates for this position may include a substantive assessment which may be followed by a competency-based interview.
