Job Description
The Natural Resources Defense Council (NRDC) is one of the most effective environmental action organizations in the United States and abroad. Established in 1970, NRDC uses law, science and the support of 1.3 million members and online activists to protect the planet and ensure a safe and healthy environment for all living things. We are a non-profit, non-governmental international organization headquartered in New York, and have offices in Washington, D.C., San Francisco, Los Angeles, Chicago, and Beijing, China. Our staff of over 400 environmental lawyers, scientists, policy analysts and engineers work together protect the world’s environment and curb carbon emissions through advocacy, law, policy change and education, as well as on-the-ground project implementation support.
 
NRDC’s primary role in China is to support leading domestic efforts on energy efficiency and environmental protection. We believe that successful and sustainable efforts on energy efficiency and environmental protection must be driven from within China and are proud that NRDC has been on the ground in Beijing and around the country to help accelerate these efforts. In particular, we are working with our central and provincial partners to promote “Efficiency Power Plants (EPP)” – virtual power plants consisting of a portfolio of demand-side management (DSM), which means energy efficiency projects that produce reliable energy savings and load reduction to help avoid the building of new conventional power plants and reduce the associated emissions.
 
The Natural Resources Defense Council (NRDC) is seeking a full time director of its Energy Efficiency and DSM Project to be based in Beijing, China. This individual will be responsible for leading the China Energy Efficiency and DSM Project and managing a team of professionals to promote effective energy efficiency policies, strategies and technologies to reduce the emissions of greenhouse gas and air pollutants, with a particular focus on the power and industrial sectors and through collaborations with partners in China. S/he will be responsible for all aspects of project planning, administration and implementation and fundraising.
Required Skills
Work with China Program director to define and convey strategic priorities for the China DSM project. Develop and regularly update the DSM strategic plan. Identify areas of cross-project/program collaboration and coordination, new opportunities, and strategic partnerships. Ensure the implementation of the strategic plan and make adjustments as needed to achieve overall project goals.
 
Lead the DSM project team, working collaboratively with the director of NRDC’s DSM Technical Center, and support team members to meet project and individual goals. Identify and communicate program best practices, train and assist staff on technical and project-related issues. Establish project goals and priorities, allocate resources, monitor progress, and take appropriate and timely corrective actions, such as determining project barriers, identifying solutions and working with staff to implement solutions.
 
Build collaborative relationships with and support Chinese partners, including central and local government officials, energy efficiency program administrators, implementers and practitioners. Act as trusted advisor to help local partners establish or expand DSM/efficiency power plant (EPP) policies, regulations and programs and build a robust infrastructure and local capacity to implement the policies, regulations and programs. Foster two-way information exchange between US and China, and help introduce US best practices in a manner that is suitable for China.
 
Build collaborative relationships and agreements with funders, partner organizations and others working in China to optimize project outcome and maximize achievement of energy efficiency savings. Represent NRDC at public forums and functions to convey NRDC positions, and engage and influence stakeholders.
 
Work with local and international partners to design and deliver training programs, and organize conferences, workshops and study tours, etc. to facilitate knowledge transfer and build DSM/EPP implementation capacity in China. In particular, when transferring international best practices to China, ensure that the practices are localized in a way that is suitable for adoption in China.
 
Guide, coach and develop team members, and find ways to help them succeed. Foster teamwork and help enhance team satisfaction with the work and work environment. Monitor work quality and give timely feedback as well as rewards and recognition. Supervise employees to ensure compliance with NRDC policies and standards. 
 
Work with the China program leadership team to develop overall program strategies and priorities, liaise and coordinate with NRDC US offices, identify funding opportunities, write proposals, make staffing decisions, and establish management practices to create a culture of team work, high performance and accountability.
 
Perform project administration duties including budgeting, staffing, reporting, expense approval, etc. and ensuring all obligations and deliverables to funders are met. 
 
Skills and Knowledge Requirements: 
  • Effective leadership skills and ability to motivate and engage team to achieve results
  • Ability to engage and influence stakeholders to help advance project goals
  • Knowledge of end-use energy systems and technologies
  • Strong oral and written communication skills, in English and Mandarin
  • Knowledge and understanding of China’s political, regulatory and cultural environment
  • Ability to adjust and adapt to a fast-paced and rapidly changing environment
  • Strong interpersonal, technical and analytical skills
  • Excellent management, organizational, problem solving and planning skills
Minimum qualifications
  • Fifteen years or more experience in the energy field, primarily related to energy efficiency program administration, design and implementation
  • Graduate or higher degree in engineering, energy resources, energy policy or related field
  • MBA or equivalent working experience a plus
  • Minimum of five years experience building and leading high performance teams
