Background

Sierra Leone ratified United Nations Framework Convention on Climate Change (UNFCCC) in 1995 and the Kyoto Protocol in 2005.
 
The natural environment of Sierra Leone has been severely degraded as a result anthropogenic factors including land degradation, deforestation, and loss of biodiversity, fresh water pollution and coastal erosion. This current situation is worsening by the negative effects of human-induced climate change/variations causing an increase in the frequency and severity disasters in the country. The fragmented manner of addressing climate change, disaster management and environment issues and the lack of coordination and synergies has also deepened the problem
 
Poor communities and livelihoods have suffered most from the adverse effects of climate change and severe natural disasters as the economy is largely environment driven. These are causing a major obstacle to efforts to promote sustainable economic and social development and to reduce poverty.
 
Over the years, UNDP has been supporting the Government of Sierra Leone (GoSL) effort in their strides to combat climate change and proactively address issues on disaster management. Efforts are made to ensure that Sierra Leone, though not much of an emitter of green house gases or within the geo-disaster zone; is capacitated to have measures and strategies in place to reduce the negative effects on climate change and natural disasters on the many sectors that drive the economy.
 
As required under the UNFCCC and the Road to Bali, UNDP helped the GoSL develop the Initial National Communications, the National Adaptation Programme of Actions (NAPA) and the ongoing Second National Communications. The taskforce for the National Circumstances, the National GHG inventory and Mitigation and vulnerability and adaptation are working on their respective reports that will ultimately form part of the wider Second National Communications Report. Six weather stations have been re-open and capacity given to the Meteorological Department.
 
The government’s agenda has largely tried to integrate environmental management into country policies and programmes to reverse the loss of environmental resources and strengthening the linkages between poverty reduction and management of the environment. The Disaster Management Unit is set in the Office of National security that is under the Office of the president. The GoSL has also mandated the Environment Protection Agency- Sierra Leone (under the Office of the President) to be the lead institution for the coordination of all environment matters and climate change and the establishment of a National Climate Change Secretariat.
 
Like all LDCs, Sierra Leone has suffered from the adverse effects of climate change and disasters (extreme weather events poor harvests, etc). These are causing major obstacles to efforts to promote economic independence and promotion of human security. The county though not a major emitter of green house gases, has been ranked as one of the least countries in terms of human development index and is highly vulnerable to the impacts of climate change shocks. Disasters couple with the effects of climate change threatens the country’s abilities to reach the MDGs, and widen the social and economic inequalities among members of the society. 
 
With EPA and the ONS working on climate change and disaster management, there is the need to conduct studies on climate change and disaster management and their links to the national agenda for development (PRSP) for robust and climate/disaster proof initiatives and a win-win solution for future development initiatives that ensures climate/disaster resilient growth and
 
The consultancy will be key instrument in integrating climate change and disaster management into the development processes (PRSP etc) of the country.

 

Duties and Responsibilities

The country is making progress with regards to the development of a comprehensive climate change/disaster management strategy as a central pillar of its environmental protection and economic development efforts.  There is the need to develop a clear plan of action to link climate change/disaster management activities to support the government’s agenda on development. In this regards, a consultant is needed to undertake a diagnostic analysis of climate change and disaster management in relations to the development agenda of the country.
 
The purpose of the consultancy is to; (i) identify relevant cross-cutting issues on climate change/disaster management, (ii) the state of climate change/disaster management, processes and technology transfer (iii) the present capacity of the Environment Protection Agency-Sierra Leone and the Office of National Security and other line agencies to undertake climate change/disaster management  analysis and oversee the strategic coherence, planning and impact of climate shocks and disaster management strategies; (iv) outline of proposed structural arrangements highlighting gaps and weaknesses (v) capacity needs of the EPA-SL and ONS and other line agencies.
 
Tasks that the National Consultant will be responsible for include:
The work will include:-
 
Deliverables
  • A general analysis of Sierra Leone’s development context, including social, economic and political characteristics and their relation to climate change/disaster management
  • Provision of guidelines for mainstreaming climate change and disaster management into the thematic areas of the PRSPIII (Agenda for Prosperity) with focus on thematic areas for maximum benefit
  •  Develop a road map for the EPA-SL (Climate change secretariat) and the ONS (Disaster Management Unit) to be fully capacitated to carry it out their mandate on climate change and disaster management in relation to development
  • Develop an Implementation Plan for stakeholders’ investment
Reporting Mechanism

The consultant will work closely with and under the supervision of the UNDP Sierra Leone Deputy Country Director, Programme and the UNDP Portfolio Manager on Environment. The consultant will also work closely with MDAs, Donors, NGOs, and CBOs. All reports will be done for the attention of the UNDP Sierra Leone Deputy Country Director, with copies for the attention of the Country Director, UNDP and the UNDP Portfolio Manager on Environment.

Duration

The consultancy is expected to be 20 working days upon the signing of the contract and payments are based upon the deliverables

Payment Modalities:
Payment to the consultant will be made in three instalments upon satisfactory completion of the following deliverables:
  • 1st instalment: 20% upon signing the contract
  • 2nd Instalment: 30% upon submission of the draft document to the UNDP
  • 3rd Instalment: 50% upon submission and approval of the final document.
The consultant will be evaluated against a combination of technical and financial criteria. Maximum score is 100% out of a total score for technical criteria equals 70% and 30% for financial criteria. The technical evaluation will take into account the following as per the weightings provided:
 
  • Background and education: 10%
  • Methodology of approachin accomplishing the consultancy including though not limited to (a) timelines, (b) data collection and sources, (c) strategies addressing possible risks and barriers and management responses: 60% 
  • Professional Experience with respect to TOR: (a) Demonstrated experience in climate change, environment and disaster management  (b) A good understanding of the processes of  mainstreaming climate change and disaster management into PRSPs; (c) Strong analytical skills, particularly applied to policy development: 20%
  • Substantial professional knowledge and experience in Sierra Leone: 10%
  • Financial proposal: 30%

Required Skills and Experience

Education:
  • MSc or equivalent in Environment, Climate Change, Development Planning

Experience:

  • Minimum 8 years professional experiences on Climate Change and Disaster Management Analyses
  • Demonstrated experience and good understanding of challenges in climate change and disaster management stakes for national development;
  • Strong analytical skills
  • Good understanding of the development issues in Sierra Leone
Language Requirements:
  • Fluency in written and spoken English
