Development Planning Advisor (1)

Job Location: Flexible within mid/north Wales

Job purpose

The Development Planning Advisor (1) will be responsible for acting as point of contact with designated local planning authorities and developers for the majority of casework, identifying NRW interests in cases and ensure a timely and appropriate response is made to customers.

Background

The development planning service will play a major role in achieving NRW’s aims. It will;

  • Provide a one stop shop for planning customers in the Operation North Area.
  • Influence Forward Planning.
  • Provide preplanning advice to developers
  • Manage input to Nationally Significant Infrastructure Projects
  • Respond to development control consultations
  • Engage with all relevant internal planning consultees, to manage the NRW response to development proposals within agreed policies, process and timescales in order to deliver the best environmental outcomes.
  • Manage NRW representation and input to Appeals and Inquiries
  • Undertake strategic engagement with development community to win hearts and minds
  • Collaborate with other departments to develop, strategy, policy and processes.

Job Specific Responsibilities

  • Manage and coordinate NRW input to specific Local Development Plans, (with the support of the Senior Development Planning Advisor on technically complex, high-risk proposals) ensuring our advice is robust, evidence based and delivered to deadline so that NRW is highly influential and the resulting plans and policies assist our objectives.
  • Manage and coordinate NRW input to pre-application enquiries, development control consultations and NSIPs (with the support of the Senior Development Planning Advisor on technically complex, high-risk development proposals) ensuring NRW advice is robust, evidence based and delivered to deadline.
  • Assist the Senior Development Planning Advisor in the provision of advice to National plan, Policy or Process decision fora to ensure that the Operations North planning requirements are adequately covered.
  • Develop and maintain effective customer relationships (internal and external) to ensure good understanding and the efficient delivery of a fit for purpose development planning service.
  • Produce appropriate standard records of actions and outcomes to justify and demonstrate that all legal and procedural requirements have been met.
  • Review responses and the decisions taken by the Local Planning Authority to assess effectiveness of influence to achieve continual improvement.
  • Provide support as required in the preparation of information in relation to challenges against NRW advice, including attendance at Appeals and Inquiries.
  • Provide a mentoring role to the Development Planning Advisor 2.

Job Specific Requirements

  • Education to degree level or equivalent in a relevant discipline or relevant work experience.
  • Experience of engaging and negotiating with external customers
  • Working within a team
  • Delivering results to timescales
  • An understanding of the Development/Infrastructure Planning processes and how they relate to one or more elements of NRW business
  • Full Driving Licence

Due consideration has been given to the Welsh language requirements for the post and the existing skills within the department. Taking this into consideration the Welsh language skills required for the post are at Level 3 – the ability to use basic Welsh conversational phrases (“bore da” – “good morning”) and to pronounce place names correctly.

Level 5 - Fluency in spoken and written Welsh

Level 4 - Fluency in spoken Welsh

Level 3 - The ability to communicate with confidence in Welsh in some work situations

Level 1 - The ability to use basic Welsh conversational phrases (eg “bore da” – “good morning”) and to pronounce Welsh place names correctly.

Status

This is a permanent, pensionable full-time appointment of 37 hours a week.

Salary

NRW Grade C1 Starting Salary of £24,578.00.

Salary subject to pay and grading review.
