Background

The development planning service will play a major role in achieving NRW’s aims.  It will:

  • Provide a one stop shop for planning customers and internal statutory advice for other internal licences and permissions in Operations North and Mid Area.
  • Influence Forward Planning.
  • Provide pre planning advice to developers and for internal projects
  • Manage input to Nationally Significant Infrastructure Projects
  • Respond to development control consultations
  • Engage with all relevant internal planning consultees, to manage the NRW response to development proposals within agreed policies, process and timescales in order to deliver the best environmental outcomes. 
  • Manage NRW representation and input to Appeals and Inquiries
  • Undertake strategic engagement with development community to win hearts and minds
  • Provide protected species advice for planning and licensing
  • Collaborate with other departments to develop, strategy, policy and processes.

Job purpose

The Development Planning Advisor (1) will be responsible for acting as point of contact for consenting authorities and developers for casework, identifying NRW interests in cases and ensuring a timely and appropriate response is made to customers.

Job Specific Responsibilities

  • Manage and coordinate NRW input to specific Local Development Plans, (with the support of the Senior Development Planning Advisor on technically complex, high-risk  proposals) ensuring our advice is robust, evidence based and delivered to deadline so that NRW is highly influential and the resulting plans and policies assist our objectives.
  • Manage and coordinate NRW input to pre-application enquiries, development control consultations and NSIPs (with the support of the Senior Development Planning Advisor on technically complex, high-risk development proposals) ensuring NRW advice is robust, evidence based and delivered to deadline.
  • Assist the Senior Development Planning Advisor in the provision of advice to National plan, Policy or Process decision fora to ensure that the Operations North and Mid  planning requirements are adequately covered.
  • Develop and maintain effective customer relationships (internal and external) to ensure good understanding and the efficient delivery of a fit for purpose development planning service.
  • Produce appropriate standard records of actions and outcomes to justify and demonstrate that all legal and procedural requirements have been met.
  • Review responses and the decisions taken by the Local Planning Authority to assess effectiveness of influence to achieve continual improvement.
  • Provide a mentoring role to the Development Planning Advisor 2.

Job Specific Requirements

  • Education to degree level or equivalent experience in a relevant discipline or relevant work experience.
  • Effective self-management and organisational skills, including the ability to manage a project and work within a project framework
  • Experience of engaging and negotiating  with external customers
  • Good inter-personal and communication skills, including the ability to write clear, concise documents and give presentations.
  • Knowledge of legislation relevant to planning and environmental protection and the ability to apply it to this job.
  • The ability to assess development proposals for possible impacts on the environment.
  • Working within a team
  • Delivering results to timescales
  • An understanding of the Development/Infrastructure  Planning processes and how they relate to one or more elements of NRW business

Due consideration has been given to the Welsh language requirements for the post and the existing skills within the department.

  • North and Mid Wales Post is set at Level 3 - the ability to use the Welsh Language in some work situations.
  • South Wales post is set at Level 1 - The ability to use basic Welsh conversational phrases (e.g. “bore da” – “good morning”) and to pronounce Welsh place names correctly.

Status

  • The post in North and Mid Wales is a permanent, pensionable full-time appointment of 37 hours a week.
  • The post in South Wales is a 12 month fixed term appointment of 37 hours a week.

Salary

Starting salary of £24,578.00
