Description

The state of knowledge on the science confirms that climate change is happening now. The Fourth Assessment Report of the IPCC states that global warming can now be attributed to human interference with the climate system over time, with the adverse impacts of which are being experienced globally, particularly in Small Island developing and Low-lying States like Kiribati. The implication of this is the urgency in significantly reducing anthropogenic emissions at the earliest juncture.  This re-affirms the ultimate objective of the United Nations Framework Convention on Climate Change “......to achieve ,,, stabilization of greenhouse gas concentration in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system.”

The objective of this assignment is to undertake analyses on barriers; incentives, tradeoffs and benefits of, and action plan for, promoting mitigation measures on relevant socio-economic sectors.  Most importantly is to develop the National Mitigation Plan and assessment of Mitigation Technology Needs which would be used as the basis for Kiribati’s commitment to GHG emission reduction in the longer term.

The position will be based at the ECD or Energy Engineering Unit in Kiribati.

 

Duties and Responsibilities

The incumbent will be responsible to the Project Management Unit, SNC Project of the Environment and Conservation Division and will perform the required duties. This assignment is expected to commence in September and concluded by early October
A total of 4 weeks and 2 days works have been allocated for this activity. 
Tasks 1- 5: 4 weeks desktop work input in Kiribati
Task 6: 2 days workshops in Kiribati

 

Competencies

  • Experience and understanding of climate change, environmental policy, planning and management processes in Pacific Island countries.
  • Extensive experience with formulation of GHG Inventories, Mitigation assessments, Technology Need Assessments, climate change or sustainable development planning in Kiribati.
  • Understanding of the institutional structures within the Government of Kiribati.
  • Demonstrated ability to develop and implement training workshops within Pacific Island countries.
  • Track record in co-coordinating field projects on climate change mitigation areas in Pacific Island countries.

 

Required Skills and Experience

Education:

  • Degree/Advanced Degree in environment or equivalent qualifications.

Experience:

  • Minimum of 3 years international experience in climate change planning and mitigation including preferably in the Pacific Islands or similar environment.

Language:

  • Fluency in written and spoken English.

Proposals should contain the following information;
i) Technical proposal including a P11 form (available on the UNDP website www.undp.org.fj, an updated current CV, contact details of at least three referees and a cover letter setting out:

  • How the applicant meets the selection criteria
  • Evaluation approach and methodology

ii) Financial Proposal including professional fees, travel, living expenses for the duty station (Kiribati); and any other miscellaneous cost that may be incurred during the duration of the consultancy using the table given below as a guide and should be separate from the technical proposal
