Deputy Director, Peru -- ICAA II

The Rainforest Alliance is an international nonprofit organization that works to conserve biodiversity and ensure sustainable livelihoods by transforming land-use practices, business practices and consumer behavior. Based in New York City, with offices throughout the United States and worldwide, the Rainforest Alliance works with people whose livelihoods depend on the land, helping them transform the way they grow food, harvest wood and host travelers.

Position Summary: 

The Deputy Director will provide dynamic and effective leadership for the implementation of the ICAA II project in Peru, as well as for the oversight and development of the Rainforest Alliance agriculture, forestry, tourism, and climate change programs in Peru. S/he will directly supervise and provide technical support and guidance to the ICAA II and other complementary projects, thereby also overseeing the work of local partner AIDER. S/he will ensure compliance with all project commitments, including delivery of quality reports and compliance with performance indicators. S/he will supervise Peru based ICAA II staff hired for the project and develop consultants’ scope of works and coordinate subsequent deliverables, and other projects located in Peru, and serve as the principal liaison with donors. The Deputy Director is responsible for overseeing the performance monitoring and evaluation function of the projects in coordination with the project Monitoring and Evaluation Manager based in Quito.

Project: 

The Rainforest Alliance’s Initiative for Conservation in the Andean Amazon (ICAA)II Project works to conserve biodiversity and enhance livelihoods by supporting sustainable land management practices. The ICAA II Project is cross-cutting, involving the sustainable forestry, agriculture and tourism programs of the Rainforest Alliance. The project seeks to support the three broader objectives of the ICAA II program including:

  • Reduce rates of deforestation and biodiversity loss;
  • Enhance effective performance in key aspects of natural resource governance; and
  • Increased livelihood quality and sustainability.

Rainforest Alliance has two distinct landscapes: Sucumbíos, Ecuador and Cusco/Madre de Dios, Peru.

Responsibilities: 
  • In coordination with the Director for ICAA II, Rainforest Alliance Program Directors and other Rainforest Alliance staff, supervise the successful implementation of the ICAA II landscape activities and results in Peru;
  • Provide management, technical support and guidance to Rainforest Alliance and partner activities within ICAA II projects, including complementary projects such as the IDB-Regional forestry project, in coordination with the Rainforest Alliance project staff related to these components;
  • Oversee the execution of the projects’ Performance Monitoring and Evaluation framework in the ICAA II regions of Peru in coordination with the Monitoring and Evaluation Manager for ICAA II, and interface with Rainforest Alliance’s Evaluation & Research Division and USAID, as needed;
  • Provide strategic insight and support project activities and interface at higher levels with government entities, NGOs and private sector stakeholders;
  • Lead and direct the preparation of Work Plans, Quarterly, Mid-Year and Annual Reports to USAID and to Rainforest Alliance for the ICAA II activities in Peru, in coordination with the Director and Monitoring and Evaluation Manager, ICAA II;
  • Coordinate the gathering of technical and geographic information and data from the field and carry out analyses and interpretation of such data to be presented to the project Director, other executives of the projects, and USAID.  Support provided by the Monitoring and Evaluation Manager;
  • Interface continuously with technical field staff and Rainforest Alliance program staff  in relation to the achievement of project results indicators and ensure data quality in all reports, in coordination with the Monitoring and Evaluation Manager;
  • Prepare, manage and control all expenditures, budgets and cash flow projections in coordination with the Finance Officer, ICAA II, ensuring compliance with USAID and other donors requirements and regulations;
  • Coordinate closely with Net Zero Deforestation Zones project staff and the Rainforest Alliance Climate and TREES programs to ensure effective collaboration between the two projects in Peru;
  • Identify funding sources, and liaise with relevant Rainforest Alliance programs and the Development division to ensure funding proposals are prepared and submitted in order to comply with cost-share commitments and ensure program continuity;
  • Provide guidance and leadership for the strategic growth of the four Rainforest Alliance programs in Peru in coordination with Rainforest Alliance program and other Directors based on institutional strategies and the needs of Peruvian beneficiaries;
  • Represent Rainforest Alliance at public and private events as ICAA II Deputy Director and the Rainforest Alliance Peru representative; and
  • Other duties as assigned.

HOO Responsibilities:

Governance

  • Where needed, administer and support local Board of Directors; and
  • Serve as legal representative and holder of powers of attorney, as required.

Administration

  • Hold signing authority on bank accounts and designate alternative signatories, as needed; and
  • Have dotted line supervisory responsibility, as needed, for local administrative staff.

Cross programmatic representation

  • Serve as senior-level in-country program person;
  • Provide cross-programmatic coordinating support to program operations ;
  • Ensure effective communications among programs and between local staff and the broader organization;
  • Serve as development liaison on large multi-program proposals which impact field offices, as needed; and
  • Represent RA as needed with local donors, government representatives, visiting dignitaries, and other outside parties.
Qualifications: 
  • M Sc in environmental science, biodiversity conservation or management of natural resources, preferably with additional preparation in project development and management;
  • Minimum 5 years’ experience in a managerial role in USAID or International Agencies’  projects in Latin America, including strategic planning and staff management;
  • Minimum 10 years experience in sustainable management of natural resources;
  • Minimum 3 years professional experience in South America, especially in the Andean region;
  • Familiarity with accreditation or certification systems a plus;
  • Fluent Spanish and intermediate English (both verbal and written communications skills);
  • Strong word processing, spreadsheet and computer skills;
  • Strong analytical skills to respond to multi-cultural situations; and
  • Ability to travel a minimum of 30% of the time; nationally and internationally.
